Does a Development Engineer internship qualify for CPT?

Yes, if your school can document that the internship is an integral part of your curriculum, either as a required course credit or an elective your degree program formally recognizes. Job titles like Development Engineer, Systems Development Engineer, or Product Development Intern all qualify as long as the work aligns with your field of study and your DSO approves it.

Can I work full-time as a Development Engineer on CPT?

Full-time CPT, defined as 20 or more hours per week, is permitted but has a significant consequence: 12 months of full-time CPT eliminates your OPT eligibility entirely. Part-time CPT, under 20 hours per week, does not count against OPT. Most F-1 students in development engineering roles choose part-time CPT during the academic year to protect their post-graduation options.

What does a Development Engineer employer need to know about CPT?

The employer doesn't file anything with USCIS or DOL for CPT. Authorization is entirely school-side. What HR does need to provide is a formal offer letter stating your title, start date, work location, and hours. Some employers also need to confirm they're comfortable with an I-20 as your work authorization document, since CPT doesn't generate a separate EAD card.

The risk to evaluate is whether that startup will qualify for STEM OPT or H-1B visa sponsorship after graduation if you want to stay long-term.
