Can I do CPT at a startup that hasn't sponsored visas before?

You can. CPT authorization doesn't require the employer to have any prior visa sponsorship history because no federal filing is required from the employer for CPT itself. Your DSO authorizes the work, not USCIS. The risk is post-graduation: startups with no LCA or H-1B visa filing history may struggle with future sponsorship.
