This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.
HII designs, develops, integrates and manages the sensors, systems and other assets necessary to support integrated ISR operations and accelerated decision-making. Who We Are
HII – Mission Technologies is seeking a Strategic Planner. The Strategic Planner develops, reviews, and refines planning documentation that supports operational readiness, strategic alignment, and mission success across complex defense and national‑security environments. This role produces structured studies and planning products—such as CONOPS, roadmaps, Tactics, Techniques, and Procedures (TTPs), operational architectures, and strategic or implementation plans—incorporating both quantitative and qualitative analysis. The planner evaluates national‑security policy, military strategy, defense‑planning guidance, threat projections, and intelligence estimates to ensure plans are aligned with governing doctrine, operational requirements, and future mission needs. The position also provides mission analysis, develops courses of action, and drafts supporting war plans covering both contingency and operational scenarios.

What You Will Do
Develop planning documentation including Concepts of Operations (CONOPS), roadmaps, TTPs, operational architectures, and strategic, implementation, and action plans.
Conduct structured studies using quantitative and qualitative analysis to inform planning and operational recommendations.
Incorporate national‑security policy, military‑strategy guidance, defense‑transformation initiatives, intelligence estimates, and threat projections into planning products.
Review and refine strategic plans to optimize combat support, personnel readiness, equipment utilization, and resource allocation consistent with governing guidance and doctrine.
Analyze battlefield operating systems, conduct front‑end analysis, and produce related intelligence assessments and planning‑focused analytical products.
Perform mission analysis and develop draft CONOPS, courses of action, and correlation‑of‑forces assessments aligned with designated missions and planning directives.
Draft both operational and contingency war plans that are consistent with higher‑level strategy and mission requirements.
Coordinate and collaborate with stakeholders to ensure planning products are actionable, relevant, and aligned with organizational priorities.
What We Are Looking For
Level 3: 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
Level 4: 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
Experience developing operational or strategic planning documentation within military, defense, or national‑security environments.
Strong understanding of military strategy, operational planning processes, joint doctrine, and defense‑planning guidance.
Ability to analyze battlefield operating systems, conduct mission analysis, and develop courses of action.
Experience producing CONOPS, roadmaps, operational architectures, and war‑planning documents.
Familiarity with intelligence estimates, threat analysis, and integration of intelligence into planning products.
Strong analytical skills with experience applying both quantitative and qualitative methodologies.
Ability to synthesize complex information into clear, actionable planning products.
Excellent writing and communication skills, with the ability to coordinate across diverse functional teams.
Strong attention to detail, critical‑thinking abilities, and the capacity to manage multiple planning efforts simultaneously.
Clearance: Must possess and maintain a Top-Secret clearance.
Physical Requirements
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
