Experience: 3 years in Asbestos Field or related environment
Position Function/Purpose
ROLE AND PURPOSE: The daily supervision of personnel and delegation of all work pertaining to the District’s management of Asbestos, Mold, Lead, Mercury, Indoor Air Quality (IAQ), Integrated Pest Management (IPM) and other environmental programs within the Environmental Services Department as required to provide a safe learning environment for students, teachers and other school personnel.
Major Responsibilities

Conduct the day to day operations of the Environmental Services Department and other assigned projects.

Work directly with the Director of Facility Design or Chief Operations Officer in scheduling the Asbestos Abatement of all district property.
-
Maintain the department’s budget under the supervision of the director.
-
Provide cleaning activities as required by MISD Asbestos Abatement schedules or O & M Schedules and mold remediation projects.
-
Install and maintain the required asbestos and mold signage and public notifications.
-
Coordinate the activities of the abatement or remediation projects including air monitors, certified workers and outside contractors and/or consultants.
-
Removes asbestos or asbestos materials in accordance with government rules and regulation on abatement projects as directed.
-
Operates all asbestos department respiratory and safety equipment in accordance with government rules and regulations on projects as directed.

Pass annual medical exams as required to maintain required asbestos licenses.
-
Maintain records of jobs completed including type of materials used.
-
Communicate with administrators in order to coordinate schedules for the least amount of disturbance.

Monitor quality and quantity of work done by Environmental Services Department.

Keep Director informed on all projects and work orders status.
-
Maintain district records for all asbestos abatement/removal projects, periodic surveillance, O&M cleaning and management plan maintenance and mold remediation, as required by all state & federal rules, regulations and laws.

Follow and enforce the policies and regulations of the School Plant Services Department and the Midland Independent School District.

Provide evaluation comments for all Environmental Services staff.

Maintain and process asbestos, floor tile, carpet repair or replacement, ceiling tile, ceramic tile and thermal insulation work orders, invoices, budget schedules, chemical disposal and other production records for the Environmental Services Department.

Responsible for District Integrated Pest Management Program.

Responsible for scheduling all carpet replacement projects and maintain the carpet replacement schedules.

As assigned, shall serve on the rotating 24-hr emergency on-call beeper service for School Plant Services.

Perform all other duties as assigned by Director of Facility Design.
Qualification Requirements
Minimum Certification/Education:

High School Diploma or GED
-
Valid Texas Driver License and acceptable driving record; must adhere to Midland ISD’s vehicle safety and use program

Texas Department of Health Asbestos Abatement Supervisor License

Texas Department of Health Mold Remediation Contractors License
Special Knowledge/Skills:

Proven ability to manage a group of people

Extensive technical or specialized expertise in the asbestos removal and mold remediation trade

The ability to plan and budget projects

Make application and register for Asbestos and Mold Licenses (as noted above) in the State of Texas

Good physical condition and have no respiratory problems

Must have a respirator fit test administered by a competent person

Pass and maintain required asbestos physical and respiratory testing

Extensive knowledge in the rules and regulations which govern Asbestos Management and removal in Texas Public Schools

Extensive knowledge in the rules and regulations which govern Mold Assessment and Remediation in the State of Texas as it is related to Texas Public Schools
