Document your degree field precisely
PERM requires your foreign degree to match the job's stated educational requirement. A general business degree supports most Office Manager filings, but if your credential is in an unrelated field, gather course transcripts that demonstrate equivalent business administration coursework before applying.
Target employers with dedicated HR infrastructure
Employers filing PERM for Office Manager roles need to run a supervised recruitment process with DOL-compliant ads. Mid-size and enterprise companies with in-house HR teams or retained immigration counsel are far more likely to initiate and complete a multi-year sponsorship than small businesses.
Verify the prevailing wage before negotiating
Use the OFLC Wage Search to look up the prevailing wage for Office Manager under SOC code 11-1021 in your target metro area. Your offered salary must meet or exceed this figure, and DOL will certify only if it does.
Search green card sponsoring employers on Migrate Mate
Filter by Office Manager roles and PERM sponsorship history on Migrate Mate to surface employers who have successfully filed green card cases for this job title before, saving you from approaching companies with no sponsorship track record.
Clarify EB-2 versus EB-3 eligibility with your employer
If the Office Manager role genuinely requires a master's degree or equivalent, your employer can file under EB-2, which carries shorter backlogs for some nationalities. Confirm the job description reflects that requirement accurately before PERM is submitted to DOL.
Plan your timeline around PERM processing realities
PERM processing at DOL currently runs roughly six months to a year before your employer can file the I-140 with USCIS. Factor in another year or more for I-140 adjudication and adjustment of status when setting expectations with prospective sponsors.
Green Card Office Manager: Frequently Asked Questions
Does an Office Manager role qualify for EB-2 or EB-3 sponsorship?
Most Office Manager positions qualify under EB-3 as a skilled worker or professional, particularly when the employer requires a bachelor's degree in business administration, management, or a related field. If the role genuinely requires a master's degree or the equivalent in specialized management experience, EB-2 may be available. The job description submitted in the PERM application must accurately reflect whichever requirement the employer chooses to use.
How does green card sponsorship differ from H-1B sponsorship for Office Managers?
H-1B visa sponsorship is temporary and subject to an annual lottery, while PERM-based green card sponsorship is permanent and has no cap at the EB-3 level for most nationalities outside India and China. The timeline is longer, typically two to three years from PERM filing to a green card, but the outcome is lawful permanent residency rather than a renewable nonimmigrant status. There is also no random selection element as with the H-1B lottery.
What does the PERM labor certification process look like for an Office Manager?
Your employer files a PERM application with DOL after completing a supervised recruitment campaign to demonstrate no qualified U.S. workers are available for the role. This includes posting the position through specific channels for a defined period, documenting all applicants, and recording lawful rejection reasons. DOL reviews the application and, if certified, your employer can proceed to file an I-140 immigrant petition with USCIS.
How do I find employers willing to sponsor a green card for an Office Manager position?
Use Migrate Mate to search for Office Manager roles filtered by employers with PERM and green card sponsorship history. This approach targets companies that have already navigated the DOL and USCIS process for similar roles, so you are not starting the conversation from scratch with a sponsor who has never filed before.
Can my employer start the green card process while I am on an H-1B or other work visa?
Yes. Employers frequently initiate PERM for employees already working in the U.S. on H-1B or other nonimmigrant status. The PERM and I-140 stages can run concurrently with your existing status. Once your priority date becomes current, you apply to adjust status to permanent resident without leaving the U.S., assuming you have maintained valid status throughout the process.
