A Brief Summary of This Position:
This role leads the enterprise Portfolio and Governance function within the Enterprise Technology Strategy and Operations team ensuring clear visibility, alignment, and disciplined execution of technology investments across the Global IT organization. The position partners closely with IT Business Partners, business leaders, and delivery teams to translate business-driven priorities into a unified and actionable portfolio view.
The Sr Manager, IT Portfolio & Governance, is responsible for integrating priorities, capacity, financial constraints, and risk into transparent decision-making, enabling leadership to make informed trade-offs. This role also ensures that IT and OT policies are clearly defined, consistently applied, and supported by lightweight governance processes that promote adherence without slowing execution.
Essential Functions:
This position reports to Director, Enterprise Technology Strategy & Operations and has 5-10 direct reports including potential 3rd party contract resources. Quantities of direct/indirect reports will vary over time.
Travel requirements: generally occasional with up to 40% both domestic and internationally, including overnight stays, periodically for projects
Leads the enterprise portfolio management function, ensuring clear visibility into all technology initiatives and alignment to business priorities defined by IT Business Partners.
Oversees portfolio-level financial management, including budget alignment to business priorities, forecasting, and tracking, ensuring funding decisions and constraints are visible and inform enterprise trade-offs.
Establishes and manages a unified intake and tracking process for all technology demand across business and IT organizations.
Consolidates business priorities, capacity constraints and forecasts, financial inputs, and risks into a clear portfolio view to support enterprise decision-making, transparency, and risk awareness.
Facilitates trade-off discussions when demand exceeds capacity, ensuring balanced and transparent outcomes across business units.
Maintains a single, accurate source of truth for the technology portfolio, including scope, cost, timeline, and expected outcomes.
Defines, maintains, and audits IT standards, policies, and procedures to ensure clarity and consistency across the Global IT organization in collaboration with the IT GRC team.
Implements, maintains, and communicates IT Operational metrics.
Ensures adherence to policies and standards through monitoring, partnering with IT leaders to address gaps and risks.
Owns policy and risk exception processes, ensuring deviations are documented, reviewed, approved, and visible to leadership with clear accountability.
Establishes and manages a consistent enterprise license management and review process, ensuring visibility into usage, cost, and compliance risks across Global IT platforms.
Provides leadership with clear insight into portfolio health, including dependencies, delivery risks, schedule performance, resource constraints, and financial outlook, highlighting risks to on-time delivery.
Drives continuous improvement of portfolio and governance processes to simplify execution and improve organizational clarity.

This role serves as a key integrator across the Global IT organization, ensuring that business-driven priorities are executed in a coordinated and transparent manner. The Sr Manager, IT Portfolio & Governance provides leadership with a clear understanding of portfolio health, including risks to delivery timelines, resource constraints, financial outlook, and cross-functional dependencies.
Success in this role requires the ability to operate effectively in a highly matrixed environment, influencing stakeholders across Business Partners, delivery teams, and IT leadership. The position does not directly manage project delivery, but ensures that risks, delays, and capacity constraints are visible and addressed through structured discussion and governance.
The role also plays a critical part in maintaining consistency across IT processes by ensuring policies, standards, and license management practices are current, practical, and adhered to across regions and business units. The ideal candidate balances structure with pragmatism, enabling clarity and discipline without creating unnecessary process overhead.
Required Qualifications of Every Candidate:
Preferred Bachelor’s Degree in Computer Science, IT, Business Management with 7+ years relevant experience, Associates Degree with 9+ years’ relevant experience or 11+ years’ relevant experience
Demonstrated experience operating in a federated model, partnering with business-facing roles responsible for prioritization and demand management.
Proven ability to enable enterprise-level decision-making and trade-offs, balancing priorities, capacity, financial constraints, and risk across multiple stakeholders.
Strong experience with portfolio-level financial management, including budgeting, and forecasting to business priorities.
Experience defining and managing IT policies, standards, and governance processes, with a focus on practical implementation and adherence.
Demonstrated ability to manage risk and exception processes, ensuring visibility, accountability, and informed decision-making.
Strong collaboration and influencing skills, with the ability to work across IT, business, and leadership teams without direct authority and facilitate alignment on complex decisions.
Excellent communication and leadership skills, with the ability to translate complex portfolio, financial, and risk information into clear, actionable insights for senior leadership.
Highly Qualified Candidates Will Also Possess These Qualifications:
Master’s degree in a related field.
Relevant Certifications such as PMI (PMP, PgMP, PfMP), ITIL
7+ years of progressively responsible experience in a project /program-based environment
7+ years of project management experiences through active participation in system-related projects which may include ERP or other business systems
3+ years of global IT experience
Familiarity with Waterfall, Agile, Lean, or hybrid delivery models.
Experience working in global organizations across multiple regions.
Strong background in driving organizational change and adoption of new processes or frameworks.
