Match your credentials to the Specialist category
University Registrar roles typically fall under the J-1 Specialist category, which requires recognized expertise in a specialized field. Compile documentation of your registrar credentials, professional certifications, and institutional affiliations before approaching any host employer.
Target universities with active exchange visitor programs
Host institutions that already hold agreements with State Department-designated sponsors process J-1 visitors faster and with fewer administrative gaps. Search Migrate Mate to identify U.S. higher education employers actively hosting J-1 exchange visitors in administrative and registrar functions.
Clarify the two-year home residency requirement early
Some J-1 Specialist placements carry a two-year home residency requirement based on your home country's government funding or skills shortage status. Ask your designated sponsor to confirm whether INA Section 212(e) applies to your specific exchange program before accepting an offer.
Prepare a detailed training plan for your sponsor
Designated sponsors like Cultural Vistas or CIEE require a formal program objective statement tied to your exchange activity. Document how the University Registrar role builds expertise you'll transfer back home, specifying academic records management, enrollment systems, or compliance functions you'll develop.
Confirm the host institution's DS-2019 issuance process
The DS-2019 form comes from your designated sponsor, not your employer. Ask the hiring institution which sponsor organization they work with, verify that sponsor is currently accepting new J-1 Specialist applicants, and request a written timeline for DS-2019 issuance before your expected start date.
Verify your compensation meets federal wage standards
J-1 exchange visitor compensation must align with the prevailing wage for comparable positions. Use the OFLC Wage Search to look up University Registrar wage levels in your target metro area and confirm your offered compensation meets that threshold before your sponsor files.

Find University Registrar JobsUniversity Registrar J-1 Visa: Frequently Asked Questions
Which J-1 visa category fits a University Registrar role?
Most University Registrar placements fall under the J-1 Specialist category, which is designed for recognized experts in fields outside academia's core research and teaching functions. If you're a current graduate student gaining supervised experience, the Intern category may apply instead. Your designated sponsor confirms the correct category based on your qualifications and program objectives.
Is the university that hires me also my J-1 visa sponsor?
No. Under the J-1 Exchange Visitor Program, the visa sponsor is a U.S. Department of State-designated organization that issues your DS-2019 form and monitors program compliance. The hiring university is your host employer. Many universities work with sponsors like Cultural Vistas or CIEE. You'll have both a host institution and a separate designated sponsor throughout your exchange.
How do I find U.S. universities actively hosting J-1 exchange visitors in registrar roles?
Use Migrate Mate to filter for University Registrar positions at U.S. higher education employers that align with J-1 sponsorship. Not every institution has an active relationship with a designated sponsor for administrative roles, so identifying employers already experienced with the Specialist or Research Scholar category saves significant time in the placement process.
Does the J-1 Specialist category carry a two-year home residency requirement?
It can. The two-year home residency requirement under INA Section 212(e) applies if your exchange is funded by your home government, the U.S. government, or if your home country lists your occupation as a skills-shortage field. Your designated sponsor reviews your individual circumstances and notifies you whether the requirement applies before your DS-2019 is issued.
What documents do I need before a designated sponsor can issue my DS-2019?
Sponsors typically require a detailed program objective statement, evidence of your registrar qualifications and professional experience, a signed training plan from your host institution, and proof of health insurance meeting J-1 coverage standards. Your host university's international office coordinates directly with the sponsor, but you're responsible for supplying your credentials and personal documentation on the required timeline.
