INTRODUCTION
Founded in 1977 as the Senior Care Action Network, SCAN began with a simple but radical idea: that older adults deserve to stay healthy and independent. That belief was championed by a group of community activists we still honor today as the “12 Angry Seniors.” Their mission continues to guide everything we do.
Today, SCAN is a nonprofit health organization serving more than 500,000 people across Arizona, California, Nevada, New Mexico, Texas, and Washington, with over $8 billion in annual revenue. With nearly five decades of experience, we have built a distinctive, values-driven platform dedicated to improving care for older adults.
Our work spans Medicare Advantage, fully integrated care models, primary care, care for the most medically and socially complex populations, and next-generation care delivery models. Across all of this, we are united by a shared commitment: combining compassion with discipline, innovation with stewardship, and growth with integrity.
At SCAN, we believe scale should strengthen—not dilute—our mission. We are building the future of care for older adults, grounded in purpose, accountability, and respect for the people and communities we serve.

Frame your degree-to-role connection explicitly
Hiring managers reviewing OPT candidates need to see a direct line between your degree and the compliance function. Spell out how your coursework in risk management, law, or finance maps to the program manager responsibilities in your cover letter.
Target regulated industries with established compliance teams
Financial services, healthcare, and pharmaceutical companies maintain large compliance departments and are accustomed to sponsoring international talent. These employers have existing infrastructure for OPT paperwork, which reduces friction during the hiring process significantly.
Highlight experience with regulatory frameworks by name
List specific frameworks you have worked with, such as SOX, HIPAA, or AML requirements. Compliance hiring managers prioritize candidates with relevant regulatory knowledge, and naming frameworks demonstrates depth that generic compliance experience claims cannot match.
Address your OPT timeline proactively in conversations
Compliance roles often involve long onboarding and clearance processes. Confirm your exact OPT end date before interviews and clarify whether STEM extension applies, so employers can assess whether the timeline works before investing in your candidacy.
Pursue professional certifications to strengthen your profile
Credentials like CCEP or CAMS signal compliance-specific expertise that compensates for limited U.S. work history. Employers weighing OPT candidates against domestic applicants respond positively to certifications that demonstrate verified knowledge of U.S. regulatory requirements.
Use Migrate Mate to focus your search on sponsoring employers
Searching broadly for compliance roles wastes time on employers who do not sponsor OPT. Migrate Mate filters job listings to companies that have sponsored international candidates, so you can concentrate your applications where authorization is already a known quantity.
Compliance Program Manager OPT: Frequently Asked Questions
Does a Compliance Program Manager role qualify for F-1 OPT authorization?
Yes, provided the role directly relates to your degree field. Compliance Program Manager positions typically require a background in business, finance, law, or a related discipline. Your OPT employer and your Designated School Official must both confirm the connection between your specific degree and the job duties before authorization is valid.
Am I eligible for a STEM OPT extension as a Compliance Program Manager?
It depends on your undergraduate or graduate degree classification, not the job title itself. If your degree is in a STEM-designated field such as information systems, applied mathematics, or business analytics, you may qualify for the 24-month STEM extension. Pure business, law, or social science degrees generally do not qualify, so confirm your CIP code with your DSO before assuming eligibility.
How should I explain my OPT status to compliance hiring managers?
Be direct and specific. State your OPT end date, whether you qualify for a STEM extension, and that your employer's obligation is limited to signing your OPT employment verification, not filing a visa petition on your behalf. Compliance professionals understand regulatory requirements, so a clear, factual explanation of your authorization status tends to land better than a vague reassurance that the process is simple.
Which industries hire Compliance Program Managers on OPT most consistently?
Financial services, healthcare, pharmaceuticals, and large technology companies with regulated product lines maintain the largest compliance teams and the most experience hiring international candidates. These sectors also tend to have established immigration support processes in place. You can browse verified listings from sponsoring employers in these industries directly on Migrate Mate.
Can I work as a Compliance Program Manager while my H-1B petition is pending?
Yes, if your employer files your H-1B visa petition before your OPT expires and you have a timely filed receipt notice, you are covered by cap-gap protection through September 30 of that year. Your compliance work authorization continues uninterrupted during this period. If you are not selected in the H-1B lottery, your status and employment authorization end when cap-gap protection expires.
