Job Summary
The Department of Purchasing and Contracting (DPC) has earned the National Purchasing Institute's Achievement of Excellence in Procurement® every year since 2001. This award is designed to recognize excellence in public procurement and is earned by those organizations, public or non-profit, that obtain a high score on criteria designed to measure innovation, professionalism, productivity, and leadership attributes.
Interviews will start the week of August 24th, 2026, and JOB OFFERs will be made after the completion of interviews.
This position may offer a hybrid teleworking schedule after an initial period.

June 2027 – 4.30% increase to base pay (3.00% Across-the- Board + 1.30% Market Adjustment)

The Department of Purchasing and Contracting (DPC) is responsible for effective and efficient procurement of goods, materials and services, supporting County departments. DPC procures all goods and services for the County of San Diego, as provided for in the County Charter. DPC ensures the competitive process is used for best price and highest quality while conforming to purchasing regulations and emphasizing excellent customer service practices. Procurement Specialists work with representatives from all County departments.
Procurement Specialists obtain goods and services via contracts utilizing competitive procurement processes such a formally advertised request for bid and request for quotations, negotiates and awards non-competitive procurements, and performs related work.

Hiring Process and Timeline
The timeline for this recruitment is outlined below.
- Interviews, Job Offers and Background Process will begin in August 2026. (Current County employees may be exempt from the background process.)
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.
If you are not selected for this interview process, you may have the opportunity to compete for future vacancies.
Minimum Qualifications
- A bachelor's degree from an accredited U.S. college or university, or certified foreign studies equivalency business administration, accounting, finance, marketing, economics or a closely related field; AND one (1) year of progressively responsible buying experience, purchasing of a variety of commodities and services in a highly regulated industry or public agency; OR
- Five (5) years of progressively responsible buying experience, purchasing a variety of commodities and services in a highly regulated industry or public agency; OR
- Possession of a CPPB, CPM, CPSM, CPPO, CPCM, or CACM certificate in purchasing/procurement management, as described under Certification/Registration; OR
- Three (3) years of experience as an Assistant Procurement Specialist with the County of San Diego
Note: Education and work experience may be substituted on a year-for-year basis.
