GN Resources Inc. is seeking an accomplished Senior Program Director / Senior Program Manager to lead a large-scale, multi-year Tax System Modernization initiative for a North Carolina state government agency.
This is an exceptional opportunity for an experienced technology transformation leader to oversee a mission-critical modernization program, collaborate directly with executive leadership, and help transform enterprise government systems serving millions of residents.

Key Responsibilities
- Lead enterprise-wide tax system modernization across multiple implementation releases.
- Develop strategic program roadmaps, schedules, milestones, and resource plans.
- Manage complex technology vendors, cross-functional project teams, budgets, and deliverables.
- Work closely with executive leadership, technical directors, and business stakeholders.
- Oversee program governance, risk management, organizational change management, and regulatory compliance.
- Prepare executive dashboards, status reports, and steering committee presentations.
- Ensure successful coordination of system integration, data conversion, testing, and deployment activities.
Required Qualifications
- 7+ years of program or project management experience.
- 7+ years managing large-scale IT modernization or transformation initiatives, preferably within government or the public sector.
- 7+ years developing executive-level reports, dashboards, and presentations.
- Strong understanding of government technology regulations and compliance requirements.
- Demonstrated experience managing enterprise programs, vendors, project schedules, risks, and cross-functional stakeholders.
- Excellent leadership, communication, organizational, and problem-solving abilities.
Preferred Qualifications
- PMP or PgMP certification.
- Government or public-sector IT modernization experience.
- Experience with taxation systems or tax administration technology.
- Agile project management experience.
- Experience with MS Project, SharePoint, Microsoft Office, and Teams.
Compensation
W-2: $110/hour
C2C: $120/hour
Work arrangement: Full-time onsite in Raleigh, NC.
