TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

Under the direction of the Angler Engagement Manager, this position performs highly complex (senior-level) administrative and supervisory program work. Oversees and manages all aspects of the ShareLunker Program, which includes planning, leadership, collaboration and coordination with program participants, Inland Fisheries Division staff, fish care, and being responsive to inquiries from the public and media. Works closely with the Angler Recognition Program and other angler recruitment, retention, and reactivation (R3) initiatives of the Division. Supervises the Inland Fisheries Website Coordinator and works closely with our Communications Division liaison to develop promotional media content. Responsible for all necessary upkeep and maintenance of assigned equipment as well as program equipment located in the field. Analyzes and interprets program data for routing programmatic assessments. Writes technical reports and publications on significant results and findings. Provides leadership, supervision, motivation, and evaluation of assigned personnel and volunteers. Provides planning, coordination, leadership, participation, and direction for statewide and agency-wide outreach events for the ShareLunker program. Additional duties include assisting with public outreach, marketing and promotion of Texas Freshwater Fisheries Center and program activities; assisting with interpretive and educational programs; coordinating and participating in special events. Works and collaborates with other TPWD Divisions to carry out assigned outreach programs and achieve division goals. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree in Fisheries Science or Biological Science, Public Policy, Business Administration or closely related other highly relevant field.

Experience:

Five years' experience as a biologist, and/or project or program administrator.

One year of supervisory experience.

NOTE: Experience may have occurred concurrently. Inland Fisheries assistant supervisor (NRS I-IV) experience counts towards supervisory experience.

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid class 'C' Texas driver's license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS:

Experience:

Graduation from an accredited college or university with a Master's degree in a Natural Science, Public Policy, Business Administration, or closely related field may substitute for one year of the required experience as a biologist, and/or project or program administrator.

Graduation from an accredited college or university with a PhD in Natural Science, Public Policy, Business Administration, or closely related field may substitute for two years of the required experience as a biologist, and/or project or program administrator.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Master's degree in a Fisheries Science or related field.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of program management processes and techniques.

Skill in interpreting, analyzing and explaining regulations and organizational policies and procedures to audiences.

Ability to work long demanding hours, while being on-call 24 hours/seven days a week, and drive long distances across the state during a three-month fish collection season.

WORKING CONDITIONS:

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays.

Required to work overtime and occasional weekends as necessary.

Required to perform work outdoors, occasionally in adverse weather conditions.

Required to use appropriate safety procedures and equipment.

Required to travel up to 40% with possible overnight stays.

Required to operate a state vehicle.

Non-smoking environment in State buildings and vehicles.

Must conform to TPWD dress and grooming standards, work rules and safety procedures.
