The Senior Proposal Pricing Analyst is pivotal in leading pre-award proposal pricing initiatives for federal clients. This role is focused on the development of Cost/Price Volumes, Bills of Estimate (BOEs), and pricing narratives in support of competitive federal solicitations, ensuring alignment with FAR, DFARS, and applicable regulations.
The ideal candidate brings hands-on experience in GovCon proposal pricing (not corporate FP&A or budgeting) and will be responsible for crafting compliant and competitive price proposals, researching direct labor rates, constructing pricing models, and supporting Price-to-Win (PTW) strategies.
In this capacity, the candidate will support the Diné Development Corporation (DDC) pricing department under the guidance of the Pricing Manager, with a primary focus on pre-award proposal development. This includes reviewing RFPs, developing cost and pricing data, preparing cost volumes and narratives, maintaining proposal documentation, and collaborating with subcontractors throughout the proposal lifecycle.
Dayton, OH location preferred. Preference will be given to East Coast candidates based on business need.
Responsibilities
- Lead pre-award proposal pricing efforts, including RFP analysis, pricing strategy development, and submission execution
- Develop Cost/Price Volumes, BOEs, and pricing narratives in compliance with solicitation requirements
- Construct and maintain complex pricing models, including direct labor, indirect rates, and subcontractor inputs
- Support Price-to-Win (PTW) analysis and competitive pricing strategies
- Collaborate with capture teams, account managers, and business units to gather inputs and develop winning pricing approaches
- Partner with Contracts, Recruiting, HR, and Finance to ensure accurate and complete cost inputs
- Lead pricing reviews and present financial data and strategy to executive leadership, including the CEO and CFO
- Ensure all pricing activities comply with internal estimating systems, proposal requirements, and FAR/DFARS regulations; maintain audit-ready documentation
- Manage multiple pricing submissions simultaneously under tight deadlines
- Perform other related duties as assigned
Qualifications
- Applicants must be authorized to work in the United States without the need for current or future visa sponsorship
- 8+ years of pricing experience, including at least 5 years of direct GovCon pre-award proposal pricing
Preferred:
- Experience with Deltek Costpoint
- Familiarity with Price-to-Win (PTW) methodologies
- Experience developing Bills of Estimate (BOEs)
- Previous leadership experience in pricing or program control functions
- Experience using salary databases such as BLS, ERI, etc.
- Proven experience developing Cost/Price Volumes and pricing narratives for federal proposals
- Strong understanding of FAR/DFARS regulations and compliance requirements
- Experience supporting IDIQ Task Order proposals
- Expertise in financial analysis, cost estimation, and competitive pricing strategies
- Advanced proficiency in Microsoft Excel
- Excellent communication skills, with the ability to present complex financial data to all levels of management
- Exceptional organizational skills and ability to manage multiple proposals under tight deadlines
- Ability to pass a company background check
