INTRODUCTION
The Recruiter/HR Business Partner is primarily responsible for the end-to-end recruiting process, including obtaining the appropriate requisition approvals, posting requisitions, sourcing candidates, screening candidates, interviewing candidates, and preparing and extending job offers for all Bank positions. In collaboration with the other members of the Talent Acquisition and HR Business Partner team, they will also provide support as an HR Business Partner to deliver value-added strategies, processes, and programs, in areas of responsibility that include employee relations, professional and leadership development opportunities, employment law compliance, advising on total rewards, workforce planning and helping to build an engaged culture of diversity and inclusion.
The ideal candidate is very detail-oriented, highly responsive, naturally inquisitive, can remain calm and work well under pressure, is able to efficiently and accurately manage multiple priorities, has conducted job offer analyses to determine fair and equitable pay, and has a proven track record of developing new candidate pipelines. The ideal candidate will also possess excellent communication and interpersonal skills, problem-solving, and the ability to build strong relationships with key stakeholders and investigative skills.

PRIMARY ACCOUNTABILITIES
Talent Acquisition:
- Works independently while acting as a primary contact for HR Business Partners, Hiring Managers and applicants to perform recruiting and staffing functions (posting position vacancies, sourcing, screening and interviewing candidates, preparing offer letters, etc.). Effectively responds to talent acquisition-related inquiries in a timely manner. Able to effectively present company information to various internal and external audiences.
- Takes an active role in creating, building and maintaining key working relationships with both internal and external contacts including other industry contacts, the Department of Education, colleges, universities and staffing agencies. Attend job fairs, webinars, meetings with vendors/external contacts, conduct research, etc. to develop new candidate pipelines and/or enhance existing candidate pipelines.
- Performs talent acquisition-related assignments, such as process improvements, conducting training, research, reporting, analysis, recommendation, procedure development and/or administrative tasks to support an effective and efficient recruiting process with a positive candidate experience in mind.
- Ensures compliance with all federal, state and local laws governing employment. Prepares and files various reports for compliance with appropriate regulatory agencies.
Employee Relations:
- Manages and resolves employee relations matters for the assigned business units, including conducting effective, thorough and objective investigations; mediating conflict resolution; and coaching and advising on disciplinary actions.
- Provides coaching and guidance to leaders regarding other employment issues such as leaves of absence, harassment, and terminations.
- Designs and implements employee retention strategies to minimize unwanted turnover, particularly within the critical strategic roles and specialty skill areas.
- Handles outplacement advising, and conducts exit interviews, as needed.
- Responds to EEOC, HCRC, and other regulatory claims/inquiries and serves as the bank’s primary point of contact on such matters.
Talent Management:
- Collaborates with leaders and HR team members to identify and address development needs, including training programs, career development opportunities, and succession planning.
- Partners with senior management to identify and proactively develop talent through formal training, mentoring, coaching, and "stretch" assignments.
- Participates in succession planning to ensure talent is available and ready to assume positions of greater responsibility.
Employment Law/Policy & Procedures:
- Ensures compliance with employment law and company policies and procedures, and provides guidance and support to managers.
- Assists in the development and implementation of HR policies, procedures, and programs to foster a positive work environment and ensure consistent application of HR practices.
- Consults with managers and supervisors in providing HR guidance and policy interpretation.
- Recommends process/customer service improvements, innovative solutions, policy changes and/or variations to established policy.
- Maintains in depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
MINIMUM QUALIFICATIONS
Education:
Bachelor’s Degree from an accredited 4-year university required, preferably with a concentration in Human Resources, Industrial Psychology, Communications, or related field.
Experience:
- 5+ years of experience in Human Resources, including Talent Acquisition and/or Employee Relations, preferably in the Finance/Banking industry required.
- HR experience handling employee relations issues preferred.
- Experience as a Supervisor or manager preferred.
- Experience in a large public organization (500+ employees) preferred.
License/Certification:
SPHR or SHRM-SCP Certification designation preferred upon hire.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
- Must be able to perform light physical work and to move or lift items including but not limited to boxes, files and papers up to 20 pounds unless otherwise as indicated.
- Must be able to operate and proficiently use standard office equipment, including phone, copier, personal computer and/or other work related mechanical or electronic devices and applications.
- Must be able to clearly communicate verbally and in writing with all internal and external customers. Must also be able to hear sufficiently to engage in daily discussions and interactions.
- Must be able to read and understand bank-related documents.
- Must be able to work in a conventional office setting, involving sitting at a desk or workstation for long periods of time. Must also be able to adapt to different work environments as needed to perform the job.
