Project Leader / Senior Government Data Analytics Program Manager
Position Overview
- Position Type: Part-Time Consultant / Engagement Leader
- Target Allocation: 10–14 hours/week baseline (Note: Workload scales up heavily during project kickoff, acceptance gates, agency onboarding, executive briefings, and closeout).
- Location: Remote (U.S. Based) with periodic travel to Tallahassee, FL as required.
This platform will unify statewide oversight, tracking abnormal spending patterns, contract vulnerabilities, and fraud/waste/abuse risks across up to 35 state agencies. Because this is a high-visibility, firm-fixed-price (FFP) state government contract, you will maintain absolute accountability for the sequential delivery and formal executive sign-off of 15 critical project deliverables.
Principal Responsibilities
- Executive Liaison: Serve as Chameleon’s primary executive interface and trusted advisor to the OCIG and Chief Inspector General (CIG).
- Deliverable Governance: Direct the integrated master schedule across all 15 sequential project deliverables. Ensure no phase advances until all rigorous predecessor acceptance criteria are met and approved in writing.
- Milestone Management: Maintain total readiness for compliance audits, gathering technical acceptance evidence, tracking risks/dependencies, and compiling formal CIG approval packages.
- Remediation & QA Direction: Lead immediate technical corrective actions and pivot strategies if independent state testing or validation identifies platform deficiencies.
- Executive Briefings: Personally author and present high-level decision papers, executive briefings, and data-driven recommendations to state leadership and oversight bodies.
- Scope & Fiscal Control: Protect project boundaries against the FFP baseline; proactively identify, negotiate, and escalate change order requirements before out-of-scope work begins.
- Onboarding Oversight: Drive the strategic deployment and onboarding roadmap for the initial wave of 8–10 state agencies, successfully resolving cross-agency data dependencies.
- Closeout Delivery: Own the structural compilation of the final project closure dossiers, including the Final Executive Report and the multi-year Enterprise Expansion Roadmap.
Required Qualifications
- Experience Baseline: 12+ years of comprehensive technology, data analytics, modernization, or enterprise information systems experience.
- Leadership Depth: 8+ years of dedicated project/program management experience, with proven success leading multidisciplinary teams (data engineers, cloud architects, data scientists, BI developers, and security leads).
- Government Authority: Documented history as the primary, personally accountable manager for at least one large-scale federal, state, military, or local government technology or data program.
- Executive Presence: Documented, verifiable experience making evidence-based recommendations directly to senior executives, agency leadership, boards, legislative stakeholders, or Inspectors General.
- Technical Domain Context: Hands-on program management experience involving at least one of the following: enterprise analytics, data modernization, fraud/waste/abuse analytics, financial/procurement system integrations, or modernization of oversight/audit functions.
- Methodology: Expert running rigid milestone-driven, firm-fixed-price (FFP) government deliveries.
- Credentials: PMP certification is strongly preferred; PgMP is highly valuable.
- Compliance & Vetting: Must be a U.S.-based citizen or resident. Must be able to successfully clear an FDLE Level II background screening (including fingerprinting) within 5 business days of award.
Strong Preferences
- Prior experience working inside or directly consulting for a State Government Inspector General, Auditor General, Comptroller, Finance, or Procurement agency.
- Direct experience navigating Florida state government agency structures.
- Direct program oversight over Azure Government or scalable cloud data platform deployments.
- Background supporting Independent Verification & Validation (IV&V / ITV), external government audits, or rigorous user acceptance testing (UAT).
- History managing state/federal programs valued at $1M+.
- Working familiarity with NIST standards (SP 800-53/171), FedRAMP High, CJIS, or HIPAA data protection rules.
