The ideal candidate is highly organized, reliable, and execution oriented, with the ability to manage multiple cross functional priorities in a fast-paced environment.
The Compliance Analyst plays a key role in ensuring compliance for City of Kansas City, Missouri’s federally funded HUD HOME and CDBG programs, as well as the local Housing Trust Fund.
This position supports the financial, administrative, servicing, and compliance functions of multifamily and single-family housing development and rehabilitation programs, ensuring adherence to federal and local regulations, maintenance of audit ready documentation, and accurate, timely reporting.
As part of the Housing and Community Development Office of Compliance, the Grants & Compliance Officer works closely with Finance leadership and program management to support successful long-term compliance of federal and local awards and strengthen long term organizational capacity.
What you’ll do
Ensure compliance with HUD HOME and CDBG regulations, including 2 CFR Part 200 (Uniform Guidance) and Local Housing Trust Fund requirements, to protect funding eligibility and program integrity
Monitor subrecipients to ensure long-term sustainability, adherence to low-income resident rules, and compliance with health and safety requirements for each project
In coordination with Finance, prepare CAPER, AAP, and assist with the 5-Year Consolidated Plan to support accurate federal reporting and strategic planning
Lead preparation of required HUD and internal management reports, including oversight of subrecipient audit reporting, to maintain transparency and accountability
Maintain organized, audit-ready grant documentation to ensure readiness for reviews and minimize compliance risk
Provide compliance guidance, technical assistance, and training to staff and subrecipients across all phases (pre-award, implementation, and post-completion) to strengthen overall program performance
Qualifications
REQUIRES an accredited Master's in public or business administration, urban or regional planning, economics, organizational/development psychology, project management, geography and 1 year (OR an accredited Bachelor's and 3 years) of professional experience in corporate/municipal finance, research, accounting planning, project/program management, or geographical information systems analytics.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
