JOB DESCRIPTION
The Vice President of Workforce and Talent Development serves as a strategic leader responsible for designing, executing, and scaling enterprise-wide workforce development and talent initiatives. This role oversees workforce strategy, talent pipeline development, training and upskilling programs, and partnerships that support current and future organizational needs—particularly in government contracting, regulated, and mission-critical environments. The VP acts as a strategic advisor to executive leadership, ensuring workforce development initiatives align with business objectives, contract requirements, and long-term growth strategies.
Responsibilities

Workforce Strategy & Leadership

Develop and execute a comprehensive workforce and talent development strategy aligned with organizational growth objectives
- Serve as a strategic advisor to executive leadership on workforce planning, skills readiness, and talent sustainability
- Lead enterprise efforts to identify critical skill gaps and future talent needs across technical and non-technical domains

Ensure workforce initiatives support scalability, retention, and operational excellence

Talent Development & Training

Oversee the design, implementation, and governance of workforce training, upskilling, and reskilling programs
- Guide instructional design, curriculum development, and learning frameworks aligned with industry and government standards
- Ensure learning programs are measurable, outcomes-driven, and aligned with business and contract requirements

Promote continuous learning and professional development across the organization

Government Contracting & Workforce Programs

Lead workforce development efforts supporting government-funded, regulated, or public-sector programs
- Ensure compliance with contractual workforce development, reporting, and performance requirements
- Support workforce initiatives tied to grants, contracts, or public-private partnerships

Collaborate with program leadership, compliance, and legal teams to ensure alignment with federal and state requirements

Partnerships & Talent Pipeline Development

Build and maintain strategic partnerships with educational institutions, training organizations, nonprofit entities, and workforce agencies
- Support early-career, mid-career, and transitioning-workforce talent pipelines

Represent the organization in workforce development forums, industry groups, and external stakeholder engagements

Internal Talent & Organizational Development

Partner with HR, Recruiting, and Business Unit leaders to integrate workforce development with talent acquisition and retention strategies
- Support leadership development, succession planning, and internal mobility initiatives
- Establish governance frameworks, metrics, and reporting to measure workforce program effectiveness
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Workforce Development, Education, Human Resources, Business Administration, or a related field
- 10+ years of progressive leadership experience in workforce development, talent strategy, learning and development, or related domains
- Proven experience designing and leading enterprise-scale workforce or talent development programs
- Strong executive presence with experience advising senior leadership
- Excellent communication, stakeholder management, and leadership skills
PREFERRED QUALIFICATIONS
- Master’s degree in Education, Organizational Development, Public Policy, Business Administration, or a related discipline
- Experience supporting government contracting, public-sector, or regulated programs
- Background in instructional design, curriculum development, or adult learning frameworks
- Experience working with workforce grants, government-funded training programs, or public-private partnerships
- Familiarity with compliance, reporting, and performance metrics tied to workforce initiatives
