The Texas Health and Human Services Commission, Community Services (CS) Division seeks a highly qualified candidate to fill the Contract and Project Coordinator/CAMI position in the Operations department. This position reports to the Contract Operations Director and performs advanced (senior-level) contract administration and project management, serving as the principal project manager for all active procurements, including IT, to ensure timely execution. Provides audit oversight, consultative services, programmatic assistance, and will participate in workgroups as needed to support the division. The role includes assessing and proposing process improvements for greater efficiency, as well as developing policies, guidance letters, and newsletters. Additionally, the position acts as the subject matter expert on HHSC SCOR data reporting, developing standardized reports to support contracting programs. Legislative duties involve reviewing and analyzing procurement and contract management legislation, tracking bills, and assisting with bill analysis and implementation when necessary. This position will work under limited supervision, with considerable latitude for the use of initiative and independent judgment. The ideal candidate will apply change management concepts, thrive in a collaborative environment, and will uphold high professional standards, accountability, and integrity. Essential Job Functions

Develop standardized contract reporting using SCOR data and agency-approved applications such as Power BI. Create protocols, metrics, and tools to support the Division. Organize and analyze data to identify issues, trends, and opportunities for procedural or system changes. Prepare documents and statistical reports, analyze contracting systems and outputs and make recommendations for system improvements. Develop data-driven solutions to organize issues, and interprets historical, current, and projected data to identify problems, root causes, and areas of which procedural or system changes are needed (25%).

Learn technical and non-technical program knowledge to write contract administration policies and procedures, guidance letters, and training to support divisional strategic plans. Communicates within the division and cross-divisional teams, leadership and ensures alignments with division updates, changes, and risks to support performance goals, and contract compliance for quality service delivery (25%).

Provides oversight into the operations and activities of contract administration to include administrative, programmatic, and fiscal monitoring for compliance with contract terms and agency, state, and federal requirements (25%).

Coordinate and facilitate with internal divisions and departments to achieve complex cross-functional program and business outcomes consisting of multiple work streams. Analyzes internal and external HHS audit reports to identify gaps and trends of non-compliance related to contract administration. Address compliance challenges and implement changes to address concerns. Represent the agency at business meetings, workgroups, conferences, and seminars or on boards, panels, and committees (20%).

Other duties as assigned include, but not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
