Job Description
We are seeking a Project Controls Manager to support construction management and project control operations for Los Angeles County CAPEX program. This position will serve as a key cost/financial lead, overseeing cost management and budget tracking for high-value public-sector infrastructure efforts. The successful candidate will manage fiscal accountability, ensure compliance with County financial procedures, and deliver timely and accurate financial reports in support of multi-phase construction contracts.
Key Responsibilities
- Lead all project cost management, budgeting, and financial oversight activities.
- Develop and maintain project budgets, forecasts, and cash flow analysis aligned with County requirements.
- Prepare, submit, and track all contract and consultant invoices; coordinate with the County on payment status.
- Monitor financial compliance with contract terms, approved scopes, and funding allocations.
- Support preparation of monthly financial reports, audit documentation, and funding source summaries.
- Coordinate with Project Controls team on budget adjustments, change orders, and funding reallocations.
- Liaise with County fiscal officers and auditors to support financial transparency and reporting.
- Assist in maintaining financial records per ISD requirements and internal controls.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
- Minimum of 10 years of progressive experience in financial management for capital projects.
- At least 5 years of experience managing project finances for public sector or government clients.
- Strong knowledge of project cost control systems, invoice processing, and capital funding structures.
- Experience with construction management or infrastructure project environments.
- Proficiency in Microsoft Excel, financial reporting tools, and ERP/accounting software.
- Excellent analytical, communication, and organizational skills.
Preferred Qualifications
- Experience with Los Angeles County financial procedures and reporting templates or other large Los Angeles Public clients.
- Familiarity with e-Builder, Oracle, or other project control systems.
Additional Information
The salary range for this full-time role is $140k-$170k per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
