- Partner with Quality stakeholders and the analytics team to track and manage key KPIs, quality program critical deliverables, identify trends and gaps, and deliver clear, executive‑level reporting.
- Drive alignment across Quality, Engineering, SET, Supply Chain, Manufacturing, and Suppliers to improve end‑to‑end quality performance.
- Facilitate and lead cross‑functional teams (CFTs) to address systemic quality issues and accelerate the transition from reactive issue management to proactive risk prevention.
- Collaborate with Install & Warranty and Inventory program managers to analyze data trends and patterns, driving targeted improvements in key performance indicators.
- Expand the impact and maturity of Cost of Quality by correlating I&W data, ECOGS, and quality events to identify causal relationships and uncover hidden costs across the network.
- Lead and/or advise on multiple concurrent initiatives, demonstrating strong organizational, prioritization, and time‑management skills in a fast‑paced environment.
Who we’re looking for
Minimum Qualifications:
- Bachelor’s degree with 12+ years of experience in Quality, Manufacturing, Operations, or Program Management; Master’s degree with 8+ years of relevant experience; or PhD with 5+ years of relevant experience; or equivalent practical experience and/or PDR experience.
- Semiconductor industry experience highly desired.
- Deep working knowledge of 8D / RCCA methodologies, failure analysis, supplier quality processes, and KPI‑driven performance management, with demonstrated ability to manage high‑complexity workloads in fast‑paced environments.
- Proven ability to define clear problem statements and objectives, develop structured analytical approaches, and execute data‑driven analyses to drive decisions and outcomes.
- Strong experience leading cross‑functional teams, demonstrating effective leadership, influence, and accountability to deliver results.
- Extensive knowledge of Lean Six Sigma methodologies, statistical analysis, and quality systems.
- Strong executive presence with the ability to present conclusions, insights, and recommendations clearly to senior leadership.
- Excellent written and verbal presentation skills, capable of engaging audiences at multiple organizational levels.
- Willingness and ability to benchmark and adapt best practices to continuously improve quality execution.
Preferred qualifications
- Experience in semiconductor fabrication, semiconductor equipment operations, or closely related industries is preferred.
- Demonstrated ability to improve and evolve processes and methodologies for capturing, structuring, interpreting, and using data effectively.
- Proven success applying structured problem‑solving methodologies and quality tools to resolve complex, multi‑variable problems.
- Hands‑on experience with structured problem‑solving frameworks such as PDCA, DMAIC, and 8D, including practical application of quality tools.

Which companies in California sponsor visas for quality program managers?
Large technology companies in the Bay Area, including Apple, Google, and Intel, have consistent histories of sponsoring quality program managers. In San Diego and the Bay Area, life sciences employers like Genentech, Illumina, and Thermo Fisher Scientific regularly sponsor international candidates. Aerospace and defense contractors including Northrop Grumman and Raytheon also file sponsorship petitions for quality-focused roles across Southern California.
Which visa types are most common for quality program manager roles in California?
The H-1B is the most common visa for quality program managers in California, as the role typically requires a bachelor's degree in engineering, science, or a related field and qualifies as a specialty occupation. Candidates with extraordinary ability may pursue the O-1. Some multinational companies use the L-1A or L-1B to transfer quality managers from overseas offices into California positions.
Which cities in California have the most quality program manager sponsorship jobs?
San Jose and the broader Silicon Valley area lead in volume, driven by semiconductor and hardware companies. San Diego is a strong market specifically for quality program managers in biotech and medical devices. Los Angeles and the South Bay see demand from aerospace and defense employers. San Francisco adds opportunities in software and hardware quality roles at growth-stage and established tech companies.
How to find quality program manager visa sponsorship jobs in California?
Migrate Mate filters California quality program manager roles specifically by visa sponsorship, so you're not sifting through postings from employers who won't sponsor. You can search by city or sub-region to target Silicon Valley, San Diego, or Los Angeles specifically. Migrate Mate surfaces roles from tech, life sciences, and aerospace employers in California that have active sponsorship histories for quality program manager positions.
Are there state-specific considerations for quality program manager roles in California?
California's prevailing wage requirements under the H-1B program are generally higher than the national average due to the cost of living in metro areas like San Jose and San Francisco, which can influence which employers choose to sponsor. The state's large engineering university pipeline, including graduates from UC San Diego, UC Berkeley, and Stanford, creates competition but also signals to employers that international candidates bring specialized experience worth sponsoring.
What is the prevailing wage for sponsored quality program manager jobs in California?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
