Responsibilities
Responsible for the management of administrative and financial operations at the Florida Center for Public Management (FCPM). Responsible for administering the financial budgets and operations, including auxiliaries, contract management, purchasing, travel, and financial reporting.

Responsible for the Auxiliary Accounts Receivable and Billing of the FCPM program. Maintains all accounts receivable records and reports. Responsible for the payment and audit of client invoices according to the contract or client agreement. Runs monthly aging reports of past due invoices. Initiates collection efforts on past due invoices. Serves as liaison for FCPM with Auxiliary Services and all external auxiliary customers. Manages, updates, and documents processes and procedures to accomplish job duties and tasks. Responsible for budget and revenue forecasting, rate adjustments, and financial statements for auxiliary accounts.

Ensures compliance with Florida Statutes, State and University policies & procedures, and University Controller memorandum relating to finances. Formulates and implements best business policies and procedures for the FCPM financial and budgetary processes. Responsible for budgetary functions, including compiling financial data, budget forecasting, and making recommendations. Prepares and monitors operating budgets and reviews expenditures for budgetary control.

Responsible for long-range planning and development of administrative and fiscal staff functions, policies & procedures. Collaborates with the FCPM director, procurement, and agency partners on contract agreements. Serves as the Contract Manager, ensuring contract workflows are properly executed through the FSU contracts module. Manages and ensures compliance with contract agreement terms after execution.

Responsible for day-to-day origination of travel authorizations, cash advances, and expense reports for FCPM. Submits travel authorizations in compliance with state and University policies. Coordinates with travelers to ensure travel expense reports are accurate and completed per university policies. Ensures travelers receive timely reimbursements for out-of-pocket expenses. Completes and reconciles travel documentation submitted by state agencies as needed.

Responsible for ensuring that mutually defined and agreed upon services are provided as the University Business Administrators program (UBA) site representative within the FCPM. Performs the maintenance and reconciliation of departmental ledgers, verifies that expenses are accurate and allocated to the appropriate funding source. Serves as P-Card proxy for the department.

Responsible for reviewing the HR Actives, time approvals, Cost Center Report, and resolving HR transactional and payroll corrections. Ensures that re-appointments via ePAFs are prepared on a timely basis. Works on special projects as needed and assigned by the FCPM Director.
Qualifications
A Bachelor's degree and two years of experience; or a high school diploma or equivalent and six years of experience. (Note: a combination of post high school education and experience equal to six years.)
Preferred Qualifications
While not required on day one, candidates with prior experience in finance, budgeting, and auxiliary billing functions will be given strong consideration. This role involves responsibilities that interact closely with fiscal operations, so applicants who demonstrate a solid understanding of financial processes will be better positioned for success.
