Job Description:
Hitachi Rail is seeking an enthusiastic, self-motivated Associate Control Room Operator to support the Honolulu Rail Project from the Operations Control Center in Pearl City, Hawai‘i. This position supports safe, reliable, and customer-focused rail service through system monitoring, communication, documentation, and coordination with field and control room personnel.
The Associate Control Room Operator is expected to complete required OCC training, obtain and maintain certification in the Information Control position, and support other OCC functions as qualified and directed. This is a safety-sensitive position requiring procedural discipline, clear communication, accurate reporting, and sound judgment in a 24/7 operating environment.
Key Responsibilities
OCC Operations:
- Complete required OCC classroom, system, and OJT training in accordance with approved qualification standards.
- Obtain and maintain certification in the Information Control position and support additional OCC duties as qualified.
- Monitor passenger movement at stations, platforms, and onboard trains using available OCC systems.
- Monitor assigned operational systems, including CCTV, alarms, ATS-related information, SCADA-related indications, FDAS, AFC, RMS, radio, telephone, and other OCC systems.
- Assist Train Controllers by managing external communications, organizing information, and supporting service recovery activities.
- Support safe coordination of station, yard, mainline, maintenance, degraded, emergency, testing, and recovery activities as directed.
- Perform shift duties, emergency duties, overtime, and other assignments as required.
Communication, Coordination, and Reporting:
- Coordinate with Train Controllers, Station Operators, Senior Station Operators, OCC Supervisors, Maintenance, Security, Safety, emergency responders, and other stakeholders.
- Communicate clearly and professionally by radio, telephone, email, operational systems, and in-person communication.
- Ensure timely notifications are made when events meet escalation, safety, security, service disruption, or reporting thresholds.
- Maintain accurate logs, reports, forms, timelines, and system entries in accordance with OCC procedures and Work Instructions.
- Support effective shift handovers to ensure continuity of service and awareness of open items.
- Assist in documenting events that may affect System Service Availability, passenger movement, station operations, train service, or operational performance.
Safety, Compliance, and Continuous Improvement:
- Follow approved Work Instructions, operating procedures, safety rules, security requirements, and management direction.
- Immediately report incidents, accidents, hazards, unsafe conditions, security concerns, equipment failures, and procedural non-compliance.
- Participate in drills, exercises, audits, refresher training, proficiency checks, and requalification activities as required.
- Identify and communicate safety concerns, procedural gaps, operational risks, and improvement opportunities.
- Promote teamwork, customer service, accountability, and a professional control room environment.
Minimum Requirements:
- Minimum 2 years of experience in a control room, transportation operations center, rail transit station, dispatching, emergency communications, public safety, military operations, utilities, aviation, maritime, or other safety-critical operating environment.
- Ability to understand and operate complex technical systems and follow detailed operating procedures.
- Strong verbal and written communication skills.
- Ability to remain calm, professional, and focused during normal, degraded, emergency, or time-sensitive operating conditions.
- Ability to accurately document events, timelines, actions, communications, and follow-up items.
- Ability to work rotating shifts, weekends, holidays, overtime, emergency callouts, and non-standard schedules as required.
- Ability to obtain and maintain required OCC certifications.
- Good computer skills, including use of operational systems, reporting tools, Microsoft Office applications, email, and other assigned software.
Preferred Qualifications
- Experience in rail, transit, dispatching, control room operations, emergency management, military operations, aviation, utilities, or another safety-critical field.
- Experience using CCTV, radio communications, SCADA, train control, incident management, maintenance management, or alarm monitoring systems.
- Experience working in a regulated, safety-sensitive, or 24/7 operational environment.
- Familiarity with service availability, incident reporting, passenger management, emergency response coordination, or operational performance metrics.
Education:
High school diploma, technical certificate, or equivalent combination of education and relevant experience preferred.
