Job Description
The Director, Government Programs - Data & Engineering drives the execution of data use and adoption for Government Programs and CFO areas. This role promotes the use of AI, automation, and best-in-class technology across teams; will partner with business, technology, product, and operations leadership to lead the delivery of business imperatives. The Director will ensure access to accurate and high-quality data and provide support for reporting, analytics, and modeling across finance, controller, actuarial, UW, and Government Programs. The role leads the design of member level constructs across CFO, Commercial, MA, JVs. The Director also supports working with IT and ensuring migration of off legacy analytics systems (CADE/IDAP) as well as support for reporting and visualization creation working with business partners.
- Drive coordination with enterprise stakeholders (e.g., IT, ACoE) alongside the Actuarial, Finance, Underwriting, and Government Programs Planning & Consulting group to execute priorities.
- Execute member level construct build and maintenance (across CFO, Commercial, Medicare Advantage, Joint Ventures).
- Support data mitigation efforts working closely with IT.
- Develop goals and objectives for assigned business units that support the organization’s strategy, products, and services.
- Lead and promote migration of off legacy analytics systems (CADE/IDAP) and adoption of the Informatics Environment.
- Reporting and visualization creation using tools such as Tableau and Power BI.
- Direct review of tools and technologies for improving performance and reducing costs.
- Direct the activities of assigned business units including strategic planning, problem-solving, staff development and communication.
- Prepare presentations and technical reports in a clear and concise manner to communicate new solutions, operational metrics and project status to management and other interested parties.
- Collaborate across business units with key stakeholders to align business objectives.
- Oversee the development and implementation of business unit policies, systems, and processes.
- Lead, direct, evaluate and develop business unit leadership and team members.
- Provide effective and efficient solutions to complex business problems.
Qualifications
- Bachelor’s Degree in Information Systems, Computer Applications, Business Administration, Finance, Accounting, or related field required.
- Master’s Degree in related field preferred.
- Minimum eight (8) to ten (10) years of progressive responsibility in an IT data & reporting environment with demonstrated technical knowledge.
- Experience within the healthcare insurance industry is highly preferred.
- Five (5) years of experience in project management and systems development preferred.
- Previous experience leading a team is required.
- Extensive business knowledge of health care markets and concepts preferred.
- Experience in designing and utilizing data warehouses, big data, data mining and Business Intelligence tools (Tableau, Power BI, Python, Business Objects, AWS, and/ Databricks) required.
- Strong working knowledge (developing functions, stored procedures, triggers, embedded and dynamic SQL in PL/SQL or Transact SQL) of databases, SQL and programming languages required.
- High level of proficiency (experience in using Analytical Add-ins - GoalSeek, DataAnalysis, Scenario Manager, Macros and VBA Code) in using Microsoft Office Applications (Microsoft Word, Excel, Access, and PowerPoint).
- Knowledge of Facets, MetaVance, rating and quoting tools preferred.
- Ability to lead and direct technical staff, project managers and business analysts.
- Ability to develop productive relationships with people at all levels of the organization.
- A high level of evaluative, analytical, and problem-solving skills.
- Data engineering to build scalable data pipelines and semantic layers.
- Understanding of Government Programs and payer finance, actuarial, and analytical processes, with the ability to translate between business needs and data/analytics requirements.
- Ability to effectively lead, coach and develop team members.
- Ability to foster teamwork and work effectively in a cross-functional team environment.
- Strong organizational, planning, analytical and problem-solving skills.
