The Oracle Cloud Infrastructure Administrator manages, optimizes, secures, and supports Billings Clinic’s Oracle Cloud Infrastructure environment. This position is responsible for OCI administration, tenancy architecture, networking, identity and access management, cloud security, monitoring, automation, cost optimization, and operational reliability. The role partners with Information Technology, Security, Compliance, application teams, vendors, and operational stakeholders to ensure Oracle Cloud services are secure, reliable, cost-effective, and aligned with organizational and regulatory requirements.
Essential Job Functions
- Administer and maintain the Oracle Cloud Infrastructure (OCI) environment, including compute, networking, storage, databases, and identity services.
- Design and enforce OCI tenancy architecture including compartment structure, IAM policies, groups, dynamic groups, and federation with enterprise identity providers (SAML/SCIM).
- Manage OCI Networking services: Virtual Cloud Networks (VCN), subnets, Security Lists, Network Security Groups, FastConnect, VPN, DNS, and Load Balancers.
- Oversee OCI database services including Autonomous Database (ATP/ADW), Base Database Service, Exadata Cloud Service, and MySQL HeatWave.
- Monitor platform health, availability, and performance using OCI Monitoring, Logging, Events, and Notifications; respond to and remediate incidents.
- Implement and manage OCI Security services: Cloud Guard, Security Zones, Vault (KMS), WAF, Bastion, and Vulnerability Scanning.
- Develop and maintain Infrastructure-as-Code using OCI Resource Manager (Terraform) and CLI automation scripts.
- Lead cost management activities including budgets, quotas, cost analysis, and right-sizing recommendations.
- Plan and execute OCI service onboarding, migrations, and region expansion projects.
- Partner with security, compliance, and audit teams to ensure OCI configurations meet regulatory and organizational standards.
- Document architecture diagrams, runbooks, standard operating procedures, and change management artifacts.
- Mentor team members on OCI services, best practices, and operational procedures.
- Supports and models behaviors consistent with Billings Clinic’s mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.
- Performs all other duties as assigned or as needed to meet the needs of the department/organization.
Minimum Qualifications
Education
- Bachelor’s degree in Computer Science, Information Systems, or a related field required. Equivalent education, certifications, and directly related experience may be considered.
Required Qualifications
- 5+ years of cloud infrastructure administration experience, with at least 3 years focused on Oracle Cloud Infrastructure (OCI).
- Deep expertise with core OCI services: Compute (VM, BM, Autoscaling), Object Storage, Block/File Storage, VCN, Load Balancing, and DNS.
- Strong command of OCI Identity and Access Management (IAM): tenancy design, compartments, policies, and identity federation.
- Hands-on experience with OCI Security services: Cloud Guard, Security Zones, Vault, Bastion, and WAF.
- Proficiency with Infrastructure-as-Code tools, specifically Terraform and OCI Resource Manager stacks.
- Experience with OCI CLI, REST APIs, and scripting languages (Python, Bash, or PowerShell) for automation.
- Solid understanding of cloud networking concepts: routing, VPN, FastConnect/ExpressRoute equivalents, and hybrid connectivity.
- Familiarity with OCI Observability & Management: Logging, Monitoring, Application Performance Monitoring (APM), and Operations Insights.
- Experience managing cloud costs and performing resource optimization at enterprise scale.
Preferred Qualifications
- Oracle OCI Multicloud Architect certification or experience with OCI-Azure interconnect / OCI-AWS cross-cloud architectures.
- Experience with OCI Kubernetes Engine (OKE) and containerized workload management.
- Familiarity with Oracle Fusion SaaS infrastructure dependencies (ERP Cloud, HCM Cloud) as they relate to OCI networking and security.
- Knowledge of OCI Data Integration, Streaming (Kafka-compatible), or GoldenGate Cloud Service.
- Experience with DevOps toolchains: OCI DevOps Service, Artifact Registry, Container Registry, or equivalent CI/CD platforms.
- Exposure to OCI Functions (serverless), API Gateway, and event-driven architecture patterns.
- Background or parallel experience with AWS or Azure at a senior level — helpful for cross-cloud or migration contexts.
- Familiarity with ITIL, SOC 2, FedRAMP, or similar compliance frameworks in a cloud context.
Certifications and Licenses
- Oracle Certification required — minimally OCI Architect Associate (1Z0-1072) or OCI Architect Professional (1Z0-997); additional OCI certifications strongly preferred.
- Valid Montana driver’s license or the ability to obtain one within a reasonable timeframe after hire required. Must meet Billings Clinic’s insurability requirements if driving is required for business purposes.
