INTRODUCTION
The New Mexico Higher Education Department (NMHED) works to encourage all New Mexicans to pursue a college education by making it more accessible and affordable. The department holds a statewide vision for higher education in which New Mexicans have the ability to achieve the highest level of education they desire, are ensured a seamless educational experience from pre-school through college, can afford to attend one of New Mexico's fine institutions and will succeed once enrolled, and will be prepared to participate in New Mexico's high wage workforce.

PURPOSE:
This position is part of a team responsible for overseeing financial aid operations and ensuring the efficient management of financial investigations, procurement, accounts payable, financial reporting, and general ledger activities within the SHARE FSCM system, encompassing a portfolio exceeding $400 million. The role also involves ensuring compliance with state and federal procurement procedures governing all financial aid programs across divisions.
DUTIES AND RESPONSIBILITIES:
- Financial Transaction Management: prepare, manage, and track all financial transactions through the SHARE system, including invoicing for 28 financial aid programs to higher education institutions and program leaders.
- Procurement and Voucher Processing: prepare purchase documents and vouchers within the SHARE system to address program payments, travel, and other division needs.
- File Review and Auditing: review and audit drawdown files submitted by higher education institutions.
- Guidance and Technical Assistance: provide professional guidance and technical support to institutions regarding financial aid drawdowns and state aid allocations.
CUSTOMERS:
NMHED leadership, staff, higher education institutions and students enrolled in New Mexico Higher Education Institutions.
MINIMUM QUALIFICATIONS:
Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and two (2) years directly related work experience in accounting, auditing, finance, and/or budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS:
Must possess and maintain a valid driver's license.
WORKING CONDITIONS:
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
