INTRODUCTION
Administratively attached to the New Mexico Department of Public Safety, the Law Enforcement Certification Board (LECB) serves as an independent compliance and disciplinary regulation board for 8,000+ certification holders and 194 public safety agencies. The Board oversees the issuance, renewal, denial, suspension, and revocation of certifications for law enforcement and telecommunicator professionals. The Board also conducts investigations into allegations of misconduct violations by certification holders, administering due process facilitation and disciplinary action.
Interviews are anticipated to be conducted within two weeks of closing date.
ROLE AND RESPONSIBILITIES
The Data Analyst provides complex and high-level regulatory and audit components of agency constituents consisting of 8,000+ certification holders. Duties include the comprehensive review of mandated statutory and regulatory obligations and requirements associated with obtaining, maintaining, and renewal of law enforcement and public safety telecommunicator certifications. This position conducts complex research related to certification holder and agency reporting on status, providing data-driven analysis and presentation in consultation with leadership, and forming recommendations on advanced methods for solving identified issues to aid in holding certification holders accountable for maintaining certification mandates. This position performs comprehensive reviews of certification applications for law enforcement, telecommunicator, instructor, and advanced certifications and processing for recommendation on certification issuance. This will require advanced research into individual qualifications in accordance with NMAC 10.29.1 through 10.29.10.
Certification and Compliance Data Management

Maintain and analyze law enforcement certification data, including initial certifications, renewals, suspensions, revocations, and reinstatements.

Monitor compliance with the Law Enforcement Training Act, NMAC 10.29.1, and related statutes governing certification and training requirements.

Track certification status changes and generate compliance alerts for expirations, deficiencies, and statutory deadlines.
Misconduct and Disciplinary Case Analytics

Maintain datasets related to LEA-90 misconduct filings, dispositions, sanctions, and Board actions.

Develop internal case-tracking dashboards to support Board review, legal counsel, and executive leadership.

Identify trends in misconduct allegations, outcomes, timelines, and repeat issues to support policy evaluation and risk mitigation.
Training and ACADIS Data Analysis

Analyze ACADIS training records to verify completion of required basic, advanced, and in-service training.

Validate training hours, course approvals, instructor qualifications, and academy accreditation data.

Support audits of training compliance for academies, satellite programs, and individual officers.
Reporting and Board Support

Produce recurring and ad-hoc reports for Law Enforcement Certification Board meetings and Department of Public Safety leadership.

Legislative requests and fiscal impact reports.

Public records requests (in coordination with legal counsel). Prepare statistical summaries, charts, and briefing materials to support Board decision-making.
Policy, Legislative and Trend Analysis

Analyze the operational impact of proposed or enacted legislation affecting certification, training, or discipline.

Provide data-driven insights for FIRs, significant issues analyses, and administrative impact statements.

Identify statewide trends in certification, attrition, disciplinary actions, and training gaps.
Data Quality, Governance and Security

Ensure data accuracy, integrity, and consistency across internal systems (ACADIS, case files, Board records).

Implement data validation checks, reconciliation processes, and documentation standards.

Maintain strict confidentiality and security of sensitive law-enforcement and disciplinary data in compliance with statute and policy.
Process Improvement and Automation

Design and improve workflows for data collection, reporting, and tracking, reducing manual processes.

Develop dashboards, queries, and automated reports to support internal operations.

Serve as a data resource for internal staff, Board members, legal counsel, and partner agencies.

Respond to certification-status inquiries and data requests in accordance with confidentiality laws.

Support accreditation reviews, audits, and special projects requiring complex data analysis.
CUSTOMERS
Work is performed for the Law Enforcement Certification Board, 194 public safety agencies, and 8,000+ certification holders throughout the state.
MINIMUM QUALIFICATIONS
High School diploma or equivalent and two (2) years of experience directly related to the position in providing GIS support, research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
EMPLOYMENT REQUIREMENTS
Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules, and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.
In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire.
WORKING CONDITIONS
Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT), extensive personal computer and telephone usage, and extended periods of sitting to include attending public meetings and hearings. Must be able to lift 25 pounds, and sitting, standing, bending, and reaching may be required. Some occasional travel, including overnight travel, may be required in and out of state. This position operates on a standard work schedule during business hours, Monday through Friday. Flexibility in scheduling may be required to accommodate Board needs that could occur outside regular hours to include evenings and weekends.
