Nature of Work
Secures, maintains, and supports the SCADA network infrastructure that controls and monitors the City of Las Cruces critical utility infrastructure. Ensures reliable data communication between networking equipment, servers, SCADA field equipment, and field instrumentation by configuring, securing, and troubleshooting SCADA network hardware and software. Supports daily operations enhancing the security, performance, and reliability of the Utilities SCADA system.
Environmental Factors
Position functions outdoors and indoors where occasional exposure to electrical hazards and active lasers (fiber optics) exists. Works in all types of weather conditions, and work in wastewater, water, and gas environments.
Physical Factors
Ability to be able to walk, stand, and kneel for long periods of time as needed. May be required to climb ladders, lift up to 50 lbs, and work in confined spaces. Position requires the ability to push/pull and lift/carry equipment, such as personal computer, servers, and networking equipment weighing up to 80 pounds. Involves occasional bending, stooping, reaching, crouching, and writing and frequent use of computer keyboard and mouse. Visual and auditory acuity necessary to perform essential job functions.
Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond or outside of normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities
- Plan, administers, oversees, maintains, and upgrades SCADA network systems, hardware, peripherals, and applications; provides technical support, and resolves network and customer problems within scope of authority and training.
- Monitors and manages SCADA networking performance to ensure consistent uptime; troubleshoots network issues and assists with segmentation and redundancy of the SCADA network.
- Monitors network functionality and utilization; researches security and access problems and develops solutions; detects and corrects errors, monitors and verifies data backups, and identifies technical problems which need to be addressed by improved procedures and work standards; researches new technology.
- Monitors network environment, access, security, functionality, and utilization; applies cybersecurity practices to secure SCADA systems from unauthorized access; follows and monitors authentication, access control, intrusion detection systems, intrusion prevention systems, and firewall rules.
- Performs field inspections, equipment testing, and installations of communication equipment.
- Supports audit and compliance reporting related to SCADA operations; provides technical expertise in development and implementation of departmental SCADA networking procedures.
- Provides training to internal staff to address any security gaps, participates in incident response exercises, supports disaster recovery planning, and facilitates business continuity exercises; remains current with developments and regulation changes in automated controls industries, information systems technologies, cybersecurity, water, wastewater, and gas utility industries.
- Maintains project files, documents, and records; prepares reports on program activities and performance.
- Provides support for lower level staff and other specialists providing network maintenance and configuration.
- Complies with all safety regulations and performs other tasks assigned by the SCADA Systems Supervisor.
Minimum Qualifications
Associates Degree in Computer Science, Electrical and Computer Engineering, or a related field AND two (2) years of experience in SCADA systems and industrial networking. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid NM drivers license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. IT Certifications may be required. CCNA is preferred.
