The Office of Broadband Access and Expansion (OBAE) was created in 2021 and tasked with addressing broadband in underserved areas of the state. Currently, there are 22 employees helping OBAE achieve the mission, vision, and goals of the agency. Over the next few months, OBAE is expecting to be managing over $1 billion dollars in state, federal, and local funding related to broadband infrastructure projects.
This position can work out of Santa Fe or Albuquerque.

PURPOSE:
This position is responsible for development and implementation of purchases and contracts to meet the business needs of the OBAE. Ensure procurement activities for OBAE are accomplished effectively, efficiently, economically, and in compliance with the New Mexico Procurement Code, the General Services Department State Purchasing Agent requirements, and the Department of Finance and Administration's Manual of Accounting Practices. Included with this position is the development of general and professional services contracts, requests for proposals, invitations to bids, sole source procurements, and any other procurement vehicle deemed necessary.
Responsibilities:
- Responsible for day-to-day purchasing and contracting activities of the OBAE.
- Issue internal purchase requisitions, purchase orders, and change orders.
- Process invitations to bid, requests for proposals, general and professional services contracts.
- Conduct the pre-proposal and pre-bid meetings for projects that are advertised for bid and conduct the meetings for the request for proposal evaluation committee.
- Review the scope of work for the OBAE and close out all purchase orders.
- Provide procurement advice and direction to stakeholders.
CUSTOMERS:
Our customers are the employees of OBAE, the NM Department of Information Technology, the NM Department of Finance and Administration, the NM General Services Department, the NM public schools, libraries, colleges and universities, NM health care facilities, and the citizens, residents, and businesses of New Mexico.
MINIMUM QUALIFICATIONS:
Bachelor's degree in a relevant field and seven (7) years directly related experience as it relates to the essential duties of the classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS:
Must possess and maintain current ID or Driver's License. Pre-employment background investigation is required, and employment is conditional pending results.
WORKING CONDITIONS:
Work is performed in an office setting with exposure to visual video display terminal (VDT) and extensive personal computer and phone usage. Sitting, standing, bending, and reaching are required. Some occasional travel for meetings and conferences may be required.
