Job Description
About the Role:
Grade Level (for internal use):
15
Role
We are seeking a senior technology delivery leader to own the execution, reliability, and commercial performance of a complex, highly integrated, and regulated financial-services technology estate.
This is a hands-on delivery and execution role, accountable for ensuring mission-critical systems are built, integrated, operated, and evolved safely, while improving efficiency, predictability, and cost discipline over time. The role exists to close the gap between strategy and execution and to ensure complex change works in production.
What's In for you:
You will lead delivery across multiple segments, platforms, and vendor ecosystems, taking direct accountability for complex integrations, third-party dependencies, and end-to-end outcomes. You will stay close to the most critical initiatives and technical decisions, knowing what to engage in personally and what to delegate, rather than operating through layers.
You will step in during major incidents, recovery efforts, and high-risk delivery moments, driving resolution and systemic improvement. You will also shape and reinforce ways of working, including modern SDLC, DevOps, quality engineering, and AI-assisted / agentic SDLC practices where they improve speed and reliability.
You will partner closely with Architecture, Data, Product, Operations, and Commercial leadership to ensure delivery aligns with business priorities, regulatory expectations, client commitments, and financial outcomes.
Core Technical & Domain Expertise
- Deep experience delivering and operating mission-critical, highly integrated systems in banking, capital markets, or similarly regulated, high-availability environments.
- Strong understanding of complex system integration, including legacy platforms, shared services, data pipelines, external providers, and vendor-built components.
- Broad technical fluency across distributed systems, data platforms, cloud infrastructure, security, and operations, with the ability to challenge designs and delivery plans credibly.
- Strong domain understanding of financial-services workflows, data controls, regulatory obligations, and operational risk, and how these shape delivery and run of the systems.
- Proven experience managing large vendor ecosystems, including commercial negotiation, performance management, dependency risk, and exit or consolidation decisions.
- Strong grounding in performance engineering, capacity planning, resilience, recovery, and failure modes, based on real production experience.
- Practical experience applying automation, AI, and agent-enabled engineering practices to improve delivery efficiency, quality, and repeatability without compromising control.
- Experience owning technology budgets and P&L inputs, including cost transparency, investment trade-offs, and return on spend.
Experience & Mindset
- 20+ years leading technology delivery in complex, regulated environments, with accountability for large platforms, teams, and budgets.
- Hands-on and detail-oriented where it matters; comfortable diving into delivery plans, designs, and incidents, while delegating effectively at scale.
- Pragmatic and outcome-focused; values predictable delivery, operational stability, and continuous improvement over heroics.
- Strong people builder, sets clear expectations, develops delivery leaders, and creates accountability.
- Commercially astute; balances delivery speed, risk, and cost, and is comfortable making trade-offs explicit.
- Influences through credibility, clarity, and breadth of understanding, and communicates effectively with executive, client, and regulatory audiences.

Which technology companies sponsor Green Card visas in New York?
New York's technology sector includes some of the country's most active Green Card sponsors. Companies like Google, Amazon, IBM, Meta, Palantir, Bloomberg, and Salesforce have all filed PERM labor certifications for technology roles in New York. Financial technology firms and enterprise software companies headquartered in Manhattan are also consistent sponsors, particularly for software engineering and data-focused positions.
Which cities in New York have the most technology Green Card sponsorship jobs?
Manhattan accounts for the largest concentration of technology Green Card sponsorship activity in New York, driven by enterprise tech, fintech, and media technology employers. Brooklyn has grown significantly as a secondary hub, particularly for startups and mid-size technology companies. Buffalo and Rochester also have active technology sectors, though sponsorship volume there is notably smaller than the New York City metro area.
What types of technology roles typically qualify for Green Card sponsorship in New York?
Software engineers, data scientists, machine learning engineers, cloud architects, cybersecurity analysts, and DevOps engineers are among the roles most commonly sponsored through the EB-2 and EB-3 employment-based Green Card categories in New York. These positions typically require at least a bachelor's degree in a relevant field, which satisfies the PERM labor certification's minimum requirements for specialty occupation roles.
How do I find technology Green Card sponsorship jobs in New York?
Migrate Mate is a job board specifically built for international candidates seeking visa-sponsored roles, including technology Green Card sponsorship jobs in New York. You can filter directly by visa type and state to surface employers actively sponsoring, rather than manually sorting through general job listings. This is considerably more efficient than broad searches, since Green Card sponsorship is not universally advertised in standard job postings.
Are there any New York-specific considerations for technology Green Card sponsorship?
New York's high concentration of large employers means many technology roles are subject to the Department of Labor's prevailing wage requirements at levels reflecting the city's cost of living, which can affect the PERM process timeline and employer willingness to sponsor. New York also has active immigration attorney networks and large H-1B visa to Green Card conversion pipelines, particularly in the financial technology and enterprise software sectors.
What is the prevailing wage for Green Card technology jobs in New York?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
