INTRODUCTION
At IPS, we are global leaders in developing innovative solutions for the consulting, architecture, engineering, project controls, procurement, construction management, and CQV of technically complex facilities, primarily in the life sciences industry. We are looking for a talented Senior Document ETOP Specialist to join our dedicated team at our office in Cary, North Carolina.
You'll report to the Manager, Document Control, CM. The ETOP Specialist (ETOP - Engineering Turn Over Package) will use their technical knowledge and skills to effectively organize, direct, and perform the definition and assembly of all field and vendor shop-related documentation for inclusion in the ETOP deliverables on projects. You'll work as part of the IPS Construction Quality Control and Quality Assurance program with employees, trades, and clients.
ROLE AND RESPONSIBILITIES
- Develop, plan, manage, and administer the implementation of project-specific ETOP’s in accordance with IPS and or the client’s Construction Quality Control and Quality Assurance (QA/QC) Plans.
- Work with functional teams, contractors, and clients (multiple Quality Control (QC) specialists, Commissioning, Qualification and Validation, and/or jurisdictional inspection and testing personnel/agencies).
- These ETOP’s will incorporate the factory and site test and inspection forms, construction completion records, and material/weld certification documents necessary to deliver each project fully compliant with the appropriate contract documents and meet the IPS and or Client’s standards for quality document control under Good Document Practices (GDPs).
- Train the project field supervisory and document control team on the project ETOP criteria and implementation.
- Work with the Project Directors and Project Managers to ensure that sufficient, qualified, specialized staff are assigned to provide the required knowledge and experience to execute the plan.
- Control QA/QC documentation management related activities: capture and control all documentation related to the testing, inspection and acceptance of work; verify records of inspection and acceptance of materials and equipment are collected promptly; capture and identify deficiencies and non-conformance reports and verify they have been through resolution and acceptance / close out; collect 3rd party quality control reports; capture quality control documentation for specialty items and shop and field operations for subcontracted trades.
- Be familiar with all Mechanical and Facility completion requirements, Systems Boundaries, Special Inspection Test Plans, and System Completion records that will be incorporated into the QA/QC Project-specific plans.
- Report and publish quality reports, audits, and initiatives to Senior Management within the IPS Construction Department and review with the project team before publication.
- Ensure Corporate Quality initiatives and goals are achieved.
- Review utility matrices developed to document start-up and commission systems and skids.
- Identify documentation quality problems or areas for improvement and recommend solutions to the Site Manager.
- Inspect and evaluate the adequacy of documentation of inspections performed by IPS staff and subcontractors; Identify non-conformities and recommend corrective measures.
- Assist in verifying that system walk-downs/final inspections have occurred; all testing has been closed out and systems startup records coordinated with the C&Q teams; ensure all system completion punch list items are completed; and all deficiencies are documented as complete and that the systems have been signed off by the client.
- Conduct and/or attend ETOP meetings.
- Attend pre-construction and construction meetings, noting systems and equipment documentation requirements.
- Possess a working knowledge of company safety and principles of both the Company and Project-specific QA/QC programs.
- Continually improve strategies and tools to efficiently and effectively document, track, and record compliance with the contract documents.
- Manage a timely project closeout to include compilation and turnover of all required QA/QC documents.
- Special projects as assigned.
BASIC QUALIFICATIONS
- High School diploma or equivalent.
- A minimum of 5 years of ETOP and or Construction Document Control experience.
- Experience with Microsoft Office Suite software, including Teams.
- Familiar with Bluebeam Studio/Revu.
- Experience with SharePoint.
- Experience with file-sharing platforms.
- OSHA 10 and First Aid/CPR certification (IPS will provide tools) must be maintained during employment.
- Valid state driver’s license with acceptable driving record.
- Ability to successfully pass drug screening test, 10-panel DOT-approved, and background/security checks for on-site project access.
- Ability to sit and/or stand for extended periods of time.
- Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
- Ability to work indoors and outdoors, exposed to the elements.
PREFERRED QUALIFICATIONS
- Commissioning and System startup experience.
- Experience with Procore software.

- Travel based on the project location.
- This position is a safety-sensitive position.
- The employee is designated for field work and attends activities at client sites where they work in construction, process, packaging, manufacturing, research or other “non-administrative” areas.
