The State of New Hampshire, Liquor Commission has a vacancy for a Full-time Business Solutions Specialist.
Summary:
To evaluate business policies, practices, and procedures for the Liquor Commission to ensure successful development and delivery of complex business and technology projects and initiatives supporting the Administration Division of the Liquor Commission. To analyze and formulate plans and procedures for efficient operation and proper controls over the financials of all alcohol products while implementing and following all NH Liquor Commission rules and policies.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 3 years of experience OR equivalent combination of 7 years of education and experience after completion of high school. Education and experience must be in accounting, fiscal management, senior retail operations management, or related field, with responsibilities in program research, planning, monitoring, and evaluation.
License/Certification: Valid driver’s license and access to reliable transportation for attendance at meetings and training.

PREFERRED QUALIFICATIONS:
Current certificate of Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) preferred.
Knowledge of the laws and regulations related to the NH Liquor Commission product purchase and warehousing.
The preferred candidate must have the ability to learn and retain a solid understanding of cloud-based Microsoft Dynamics 365/DevOps/Azure systems/environment to be able to modify and test applications.
Demonstrated ability to detect and define problem areas and causes to create and develop effective solutions including the exercise of sound judgment in evaluation situations, planning action, making decisions, and setting priorities.
Demonstrated ability to work independently to develop new or alternative approaches to meet changing and variable conditions.
Demonstrated ability to communicate effectively and to maintain effective working relationships with other employees and business partners.

Responsibilities:
DETAILED TASKS (AGENCY/POSITION-SPECIFIC):

Coordinate and manage the development and implementation of recommended application functions to improve system applications and practices based on Liquor Commission objectives.

Coordinate with user groups and business partners during the design, development and testing of new applications and integrations to document quality assurance prior to implementation.

Test project plans, business system programs, and software applications to identify program flaws and omissions for live operating applications and future upgrades and enhancements.

Analyze system errors and performance management in the assigned areas, to attain recommendation solutions to aid personnel. Research and recommend automated solutions for user-identified needs.

Oversee the testing of the quarterly software updates, break fix remediation, and new feature integration to ensure a seamless transition from development to promotion into the production environment.

Develop a plan and coordinate the implementation of upgrades and new modules of the Enterprise Resource Planning (ERP) system. Analyze and formulate processes and controls to contribute towards the development, implementation, and reconciliation of the business operating system.

Develop planning and training documents. Identify project workflow and coordinate improvements, system changes, and interfaces with other internal and external operations. Create supporting procedures and processes to provide training to the Division personnel. Offer support and mentor participants to assist with the creation and reporting of project artifacts.

As directed by the Comptroller of Systems/Operations, initiate planning and evaluation of work procedures and outline solutions to address business objectives across the Liquor Commission.
