Job Details
As a member of the Enterprise Office of Legal Affairs (EOLA), this position provides legal input and advice to the Thomas Jefferson University and Jefferson Health community, including all associated campuses, departments and divisions, in connection with health care transactional, regulatory, and commercial contracting matters and pertaining to all areas of Jefferson business, including clinical operations and affiliations, corporate services, supply chain, and other initiatives of Jefferson’s health delivery, academic and health plan functions. The position participates in EOLA transformation and efficiency initiatives, including contract and matter management platform implementation and contract template development, in collaboration with other EOLA personnel. The position will directly and independently interface extensively with business persons, executives and faculty.
Job Description
- Drafts, reviews, revises and negotiates legal documents associated with various health care transactional matters, including physician practice acquisitions, professional service agreements, and clinical affiliations, and with general commercial and supply chain matters, in all cases to ensure that business objectives are achieved and the contract terms and conditions are in accord with the various rules and regulations under which the Jefferson operates.
- Provides advice and counsel on health care regulatory issues, including relative to compliance with fraud and abuse, licensure, reimbursement, privacy and other standards applicable to Jefferson’s operations.
- Works closely with EOLA and enterprise leadership to understand strategic initiatives and business needs and establishing and influencing appropriate legal considerations and risk analyses, which must be appropriately taken into account in decision-making.
- Identifies novel and/or unresolved legal issues, disputes and trends, and collaborates with other EOLA attorneys for resolution. Provides related education and advice to executive leaders as needed.
- Supports EOLA efforts to create and disseminate template documents for a variety of business functions.
- Uses and supports the administration of legal service request, matter management, contract management and other systems deployed by EOLA.
- Supports EOLA leadership in the management of legal professional workloads.
- Independently cultivates and manages client relationships with Jefferson stakeholders and business relationships with external parties.
- Participates and attends relevant committees on all campuses as instructed.
- Supports the EOLA personnel on other legal matters, as needed.
- Interacts with co-workers, visitors and other staff consistent with the values of Jefferson.
- Proficient in Excel, Microsoft Word, PowerPoint and various database systems.
Education and Experience:
- Juris Doctor from an ABA-accredited school required
- 5 years of experience as a business or health care lawyer with demonstrated experience in directing, managing and negotiating commercial contracts and transactions and advising on regulatory matters required
- ATTY - Licensed Attorney - State of Pennsylvania or - State of New Jersey required
Knowledge, Skills and Abilities - Required
- Membership in good standing with the Pennsylvania and/or New Jersey bar or bar membership in another U.S. jurisdiction with the ability to obtain a Pennsylvania or New Jersey Limited In-House Counsel License.
- Health care regulatory law experience is required, as is an excellent understanding of major federal laws, applicable state laws and related regulations that govern the provision of not-for-profit health care services.
- Demonstrated experience with health care contracting, provider and payor relationships, and applicable regulatory frameworks, including health care fraud and abuse laws and regulations, licensure and certification, healthcare information systems, and Medicare/Medicaid program requirements and reimbursement.
- Background in health plan and regulated insurance industry, with in-house legal department experience and/or in-house health plan experience preferred.
