PURPOSE: The purpose of the position is to support administration of state and federal regulations relating to the Clean Air Act on behalf of the New Mexico Environment Department. Air Compliance Inspectors visit industrial facilities to complete Full Compliance Evaluations (FCEs) that verify compliance with air quality permits along with state and federal regulations.
Inspectors carefully document potential violations, providing feedback to the regulated community and initiating the process of enforcement for those potential violations. Inspectors provide vital support for the Department's mission through the Compliance and Enforcement Section's work of protecting air quality for the State of New Mexico.
Responsibilities:
- Conduct on-site inspections and review data and records (primarily off-site) to determine compliance with permits and regulations
- Produce detailed inspection and investigation reports, including permit and regulation checklists
- Complete stack test observations
- Investigate public complaints related to air quality
- Maintain required certifications for smoke observations, Hydrogen Sulfide safety
- Complete or assist with special projects as assigned by upper management
CUSTOMERS:
- New Mexicans to protect and restore the environment
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not-for-profit organizations
- Internal staff
MINIMUM QUALIFICATIONS: Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and two (2) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS: Must possess and maintain a valid driver’s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
WORKING CONDITIONS: Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must have ability to work in a variety of indoor and outdoor conditions when conducting inspections or investigations. Regular travel, which may be up to 30%, to visit industrial sources of air pollution, attend training, and work from NMED offices throughout the state.
