We are currently seeking a Technical Writer to join our team in Plano, Texas (US-TX), United States (US).
Overview of Job:
Reporting to the Business Development Senior Director, the Technical Writer will support the development of high-quality, compliant, and compelling technical deliverables and proposals for state and local government clients for NTT DATA Government Consulting and Advisory (GCA) services. This role will focus on authoring and editing technical content for consulting services across Strategy, Project/Program Management (PMO), Quality Assurance (QA), Data Analytics, and IT services.
The ideal candidate is a strong writer with experience in government consulting and procurements (RFPs, RFIs, RFQs), capable of translating complex technical and operational concepts into clear, persuasive narratives that align with client requirements and evaluation criteria.
Working in a fast-paced, deadline-driven environment, and in close collaboration with various internal stakeholders, the Technical Writer’s responsibilities include:
- Write, edit, and tailor proposal content for state government deliverables and solicitations.
- Ensure content is compliant with requirements and specific instructions.
- Work closely with subject matter experts (SMEs) across Strategy, PMO, QA, Data, and IT teams.
- Translate technical input into clear, structured, and compelling narratives.
- Participate in strategy sessions, storyboarding, and review cycles.
- Ensure consistency in tone, messaging, and formatting across all document sections.
- Apply best practices in proposal writing, including win themes and value propositions.
- Edit and proofread documents for clarity, grammar, and compliance.
- Identify opportunities to improve content efficiency and quality.
Mandatory Qualifications:
- Fluency in English
- Bachelor’s degree in English, Communications, Journalism, Business, or a related field
- 3+ years of experience in technical writing
- Demonstrated experience writing for state or local government deliverables, proposals, and solicitation documents
- Strong writing, editing, and proofreading skills with attention to detail
- Ability to understand and write about technical and consulting services topics
- Experience working in a deadline-driven, fast-paced environment
- Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel)
Requested Qualification
- Experience in consulting or professional services firms
- Familiarity with consulting services including Strategy and Transformation Initiatives, Project/Program Management (PMO) frameworks, Quality Assurance and testing methodologies, Data Analytics solutions, and IT services.
- Knowledge of proposal methodologies (e.g., Shipley, APMP best practices)
- Experience developing cooperative purchasing agreements
- APMP certification (Foundation or Practitioner) is a plus

This range reflects the minimum and maximum target compensation for the position across all US locations.
