PenFed is hiring a (Hybrid) Business Analyst, Core Engineering at our Tysons, Virginia location. This IT position drives strategic business analysis, incident triaging, and system testing for core money movement infrastructure across Fedwire, ACH, and Consumer Banking networks including Credit and Debit Cards. Tasked with bridging the gap between legacy COBOL frameworks and modern software solutions, the analyst extracts strategic requirements from business SMEs and translates them into precise system specifications. The successful candidate will pioneer AI methodologies within the IT team, leveraging ROVO for rapid requirement generation and deploying AI-validated test scripts to accelerate delivery cycles.

- Support multiple projects by completing and updating project documentation, managing project scope, adjusting schedules as needed, determining daily priorities, and ensuring efficient, on-time delivery of project tasks and milestones; follow proper escalation paths, and leverage AI for requirement gathering, analysis, and testing.
- Understand and develop process flows related to IT applications and core engineering systems, including key decision points; analyze process flows with the goal of identifying opportunities for improvement, re-engineering, and/or elimination while utilizing a high level of expertise in ACH, Wires, and Money Movement networks.
- Coordinate the evaluation, scope, and completion of new development/enhancement requests; maintain a sharp ability to distinguish complex system behaviors and accurately classify baseline requirements versus system defects.
- Deploy advanced AI methodologies to be able to generate requirements using ROVO from raw concepts, transforming unstructured business notes into structured requirements.
- Build test scripts using AI against the requirements and remain well versed in using MS VS Copilot to accelerate software quality assurance cycles.
- Perform both certification and/or user acceptance testing and/or coordination for changes affecting the assigned stakeholders, directly managing Requirement, Incident, and Hogan testing on COBOL and similar legacy languages.
- Effectively function as the liaison between the application development teams by maintaining clear, effective communication with business SMEs to map IT requirements precisely.
- Research, document, and troubleshoot issues within the platform assigned, executing comprehensive Business Analysis, triaging, and testing to ensure fixes adequately address root issues and updates are communicated with affected users.
- Work with business users and IT teams comprised of varying backgrounds to produce deliverables which meet business needs whilst aligning with the direction or vision of the strategy team.
- Support occasional late-night deployments for production validation to guarantee stable upgrades across core financial legacy networks.
- Conduct stakeholder demos, presentations, and assist in business development initiatives; produce proofs of concept to better demonstrate potential and/or proposed solutions to both business stakeholders and IT review boards, ensuring alignment with overall organizational vision and immediate business needs.
- Complete ongoing extracurricular research, training, and other activities to keep apprised of the latest industry trends, legacy platform optimization, and modern AI analysis best practices.
Qualifications
Equivalent combination of education and experience is considered.
- Bachelor's degree in business, Information Technology, Computer Science or a related field is required.
- A solid background in Banking and Financial Services (BFS) is a strict requirement.
- Minimum of 8-10 years of experience performing foundational business analysis within legacy systems environments, including eliciting requirements, managing stakeholders, and mapping business processes.
- Experience gathering technical and business requirements, and documenting User Stories in Jira.
- Proven expertise in global and domestic payment processing, with deep knowledge of core infrastructure across Fedwire, ACH, and Consumer Banking networks including Credit and Debit Cards, as well as transaction routing.
- Demonstrated experience managing end-to-end technical QA cycles, including defect triage and requirements verification.
- Experience acting as the primary liaison between technical development teams, and business Subject Matter Experts (SMEs).
- Excellent verbal and written communication skills; comfortable and self-assured communicating and delivering presentations to all levels of the organization, across both business and IT divisions.
- Effective problem-solving, and multi-tasking skills with the ability to manage priorities effectively and move between multiple projects as needed.
- Experience working with Hogan core banking systems, mainframe architectures, and applications written in COBOL or similar legacy languages.
- Hands-on experience leveraging AI tools for requirement gathering, analysis, and testing optimization.
- Advanced proficiency using ROVO for automated requirement generation and MS Visual Studio Copilot for script generation and system analysis.
- Experience mapping complex IT application workflows and participating in legacy system modernization or migration initiatives within a BFS environment.
This position will not supervise employees.

Pay Transparency
The anticipated starting salary range for this role is $69,000.00 - $147,477.00
This position is eligible for an organizational performance based annual bonus, subject to board discretion and approval.
