Position Summary

Three Oaks, Inc. is seeking an experienced Quality Control Manager (QCM) to oversee all quality control activities on federal heavy civil construction projects. The Quality Control Manager is responsible for implementing and managing the Contractor Quality Control (CQC) program, ensuring all work complies with contract documents, project specifications, approved submittals, and USACE requirements.

The ideal candidate has a strong background in heavy civil construction, earthwork, concrete, utilities, levees, dredging, or marine construction and has successfully managed quality on federal projects.

Minimum Qualifications

• Minimum 5 years of experience as a Quality Control Manager or Quality Control Representative on heavy civil construction projects.
• Experience with USACE Contractor Quality Control (CQC) requirements preferred.
• Ability to read and interpret construction drawings, specifications, and contract documents.
• Strong understanding of construction means and methods.
• Experience coordinating inspections and testing.
• Excellent communication and organizational skills.
• Proficient with Microsoft Office (Word, Excel, Outlook).
• Valid driver's license and ability to travel.

Preferred Qualifications

• Current USACE Construction Quality Management (CQM) for Contractors certification.
• Experience with RMS/QCS software.
• OSHA 30-Hour Construction certification.
• First Aid/CPR certification.
• Bachelor's degree in Construction Management, Engineering, or related field (preferred but not required with equivalent experience).

Essential Duties and Responsibilities

• Implement and manage the Contractor Quality Control (CQC) Plan.
• Conduct Preparatory, Initial, and Follow-Up inspections.
• Coordinate inspections with Government representatives.
• Review plans, specifications, and submittals for compliance.
• Verify all work meets contract requirements before acceptance.
• Coordinate testing with independent laboratories.
• Maintain daily quality control reports.
• Track deficiencies and ensure corrective actions are completed.
• Attend project meetings with Owners, Engineers, and Government personnel.
• Maintain project documentation and quality records.
• Review RFIs, submittals, and material certifications.
• Ensure all required inspections are completed before work proceeds.
• Coordinate with project management and field supervision to maintain quality standards.
• Promote continuous improvement throughout the project.

• Lift up to 50 pounds occasionally.
• Ability to work outdoors in varying weather conditions.
