Position Summary
The Data Analyst is responsible for analyzing data to inform policies and improvements to operations, supporting performance improvement and innovation programs, advising departmental leaders through business intelligence, and providing data visualizations to inform City leaders and residents about the way government is working. Primary responsibilities also include supporting the deployment of artificial intelligence tools and workflow automation for City staff, the development of Digital Twins and other advanced technology programs, improving work and analytic processes within the City, data management, the City’s data governance program, and data engineering efforts conducted by the Data Services Team.

Qualifying Requirements:
Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.
- WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in information science, economics, technology, engineering or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)
- EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Computer Science, Information Science, Economics, Engineering or a related field. (See NOTE under General Application Requirements regarding education/training verification.)
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is six (6) years. (See NOTE under General Application Requirements regarding education/training verification.)

POSITION DUTIES
- Undertakes the collection, pre-processing, cleaning and analysis of data for City Departments.
- Builds data processing models, including using AI tools to address identified business problems for internal client departments or initiatives.
- Presents information using data visualization techniques.
- Develops data products in the Microsoft Power Platform and participates in the development of the Microsoft Power Platform Center of Excellence to automate workflows and supports the practice of workflow automation.
- Develops artificial intelligence (AI) tools and supports initiatives related to AI.
- Performs geospatial analysis related to dashboards and data visualizations.
- Audits and provides quality assurance for analysis of I&P.
- Develops cloud computing pipelines from workflow automations.
- Works closely with the Process Improvement and Data Engineering practices on I&P’s Data Services Team, the Infrastructure and Applications Teams, and key Department stakeholders in order to support analytics projects at the City.
- Researches and supports the integration of emerging technologies and practices.
- Identifies and addresses new opportunities for process improvement.
- Acts as a liaison and City representative to community groups participating in data analytics and policy development.
- Develops style guidance for analytic project presentation and visualization.
- Implements procedures for data privacy and governance.
- Develops AI strategy and governance policies in accordance with the City’s values and latest technology.
- Collaborates with Operations Performance Analysts in City departments.
- Performs other related tasks, duties, or trainings as assigned or required.
