INTRODUCTION
Coordinates and observes work for general conformance of contract documents. Coordinates and observes the work of construction contractors assigned to perform construction contract administration and oversight work at NYPA or Customer facilities. Ensures that quality workmanship is maintained at all times and in accordance with applicable construction procedures, methods, codes and specifications. Projects will include electrical, civil, mechanical, instrumentation & control engineering disciplines.
Provide direct oversight of contractors and onsite management of construction projects (for projects at NYPA sites only). A Construction Engineer may have background from one of the engineering disciplines.
Responsibilities
- Provide lead construction engineer function for a wide range of large or complex projects. Manage construction projects and provide technical oversight for all, in accordance with applicable industry standards.
- Perform factory or field visits to support constructability reviews, inspections, evaluations, and testing, as well coordinate with vendors during the manufacturing process.
- Perform site visits to complete field inspections, assisting in as-is field condition walkdowns, and equipment evaluations and develop technical recommendations for complex scenarios with limited oversight.
- Perform occasional emergency response, including outside of normal business hours.
- Independently coordinate cross disciplinary activities for the successful development and execution of projects.
- Provide expertise in the interpretation and application of codes, standards and procedures. Set internal standards and procedures.
- Perform inspections and evaluations of existing conditions for various electrical, mechanical, structural equipment and systems for proper installation, problem identification and troubleshooting. Recommend improvements to the design and construction.
- Manage the technical and commercial aspects of construction management projects performed by external design entities.
- Represent the Authority at industry conferences, committees, or task forces.
- Provide direction and review for the construction personnel in the development of the construction activities.
- Review designs, specifications, and reports produced by other internal engineers and external consultants.
- Mentor and provide guidance for less qualified construction engineers.
- Provide construction oversight and evaluation of various equipment and systems from the perspective of a design engineer for proper installation, problem identification and troubleshooting or improvement.
- Liaison between the Project Management division and the operating facility, and between Headquarters and on-site staff. For projects at NYPA sites, act as the Project Management division’s chief on-site spokesperson; maintain harmonious liaison with the operating facilities, clients, local government agencies, community groups, and other organizations.
- For assigned work and projects, provide supervision of maintenance department(s) staff, and contractors, and prepare and monitor the day-to-day work activities of the crafts. Work with planners in scheduling work activities; oversee the safety of employees. Review job packages to ensure they are complete and current prior to performance of the work. Review completed work, job packages, and work orders to verify all steps are complete and to ensure that all data/information is recorded.
Knowledge, Skills and Abilities
- Expertise in the construction of power system components with projects related to power generating plant and substation facilities or building construction/ renovations.
- Proficiency in the construction of equipment such as power transformers, power switchgear, current and potential transformers, grounding equipment and systems, underground and overhead cable systems, and electric generation components; or all building systems equipment.
- Extensive knowledge of applicable codes, standards, regulations.
- Ability to apply diverse technical principles and practices, with the understanding of the NYPA’s policies, operations and objectives, to complex construction activities.
- Proven success in the management of technical and commercial aspects of complex projects.
- Competent in the use of Microsoft Office applications.
- Proficient in a Procore or Primavera preferred.
- Ability to adapt communication style and content to effectively convey the desired message to the target audience.
- Ability to effectively manage and prioritize multiple complex projects.
- Collaborative and team-oriented with ability to build relationships with vendors and stakeholders.
- Ability to perform complex engineering calculations, and establish new standard specifications, scopes of work, reports, and interdisciplinary design packages.
Education, Experience and Certifications
- Bachelor of Science Degree in Electrical, Mechanical, or Civil Engineering, or equivalent, from an accredited college or university.
- Master’s of Engineering Degree preferred.
- Minimum of ten (10) years of applicable experience preferred.
- P.E License preferred.
- Experience in a lead engineer function in the electric utility industry, preferred.
- This role is required to be or become a CPP-1/LOTO clearance holder within 24 months and maintain it for the duration of time in the role.
Physical Requirements
- Daily inspection of work areas throughout facility/Project Site.
- Travel within New York State will likely be required. Posting to a remote work site may be a possibility.
- Willingness to enter confined spaces and climb/scale certain equipment is required.
- Work during off-hours and hours beyond typical 37.5 hour work week may be required (typical work week is 40 hours for site-based positions).

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
