Align your credentials to Texas state requirements
Texas Health and Human Services Commission often requires analysts to understand state Medicaid and CHIP program structures. Tailor your resume to show direct experience with government health programs, compliance frameworks, or behavioral health policy before you apply.
Target open requisitions with program-specific language
HHSC posts Program Analyst roles across distinct divisions like long-term care, eligibility, and behavioral health. Filter postings by division to find roles where your background is the strongest match, not just the broadest analyst opening available.
Raise visa sponsorship early in the interview process
State agencies move through structured hiring steps, and sponsorship approval can require internal sign-off beyond the hiring manager. Ask directly whether H-1B sponsorship has been used for this role's division during your first substantive interview.
Confirm your employer's USCIS registration status
Before accepting an offer, verify HHSC is registered and in good standing with USCIS as an H-1B petitioner. A state agency's HR or legal team can confirm this, and you can cross-reference filings through the DOL's OFLC disclosure data.
Account for public sector filing timelines in your planning
Government employers typically route H-1B petitions through procurement and legal review before USCIS submission. This internal process can add several weeks to the standard H-1B cap timeline, so factor that into your OPT or grace period calculations.
Use Migrate Mate to surface active Program Analyst openings
Government agency job boards update inconsistently and filter poorly for sponsorship-eligible roles. Use Migrate Mate to browse verified Program Analyst positions at HHSC and similar public sector employers that have sponsored H-1B visas for this function.

Find Program Analyst at Texas Health and Human Services Commission JobsFrequently Asked Questions
Does Texas Health and Human Services Commission sponsor H-1B visas for Program Analysts?
Yes. Texas Health and Human Services Commission has sponsored H-1B visas for Program Analyst roles. As a large state agency with a complex portfolio covering Medicaid, CHIP, and behavioral health programs, HHSC regularly hires analytical talent and has the infrastructure to support H-1B petitions through its legal and HR functions.
Which visa types are commonly used for Program Analyst roles at Texas Health and Human Services Commission?
H-1B is the primary visa category used for Program Analyst positions at HHSC. These roles qualify as specialty occupations because they require at least a bachelor's degree in a relevant field such as public health, policy, or data analysis. TN status may also apply for Canadian or Mexican nationals in qualifying analytical roles.
What qualifications and experience are expected for Program Analyst roles at Texas Health and Human Services Commission?
Most Program Analyst openings at HHSC call for a bachelor's degree in public health, social work, business, or a related analytical field, with several years of relevant program or policy experience preferred. Familiarity with Texas state government systems, Medicaid eligibility structures, or health data reporting tools strengthens your candidacy significantly.
How do I apply for Program Analyst jobs at Texas Health and Human Services Commission?
Applications go through the HHSC careers portal or the Texas state jobs system. You can also browse verified Program Analyst openings at HHSC that have an H-1B sponsorship track record through Migrate Mate, which filters for employers with documented sponsorship history so you spend time on roles where sponsorship is a realistic outcome.
How do I plan my visa timeline when applying to a state government employer like HHSC?
State agencies require internal approvals before initiating an H-1B petition, which adds time beyond the standard USCIS processing window. If you're on OPT, start your application process well in advance of your OPT expiration. Cap-subject H-1B petitions must be filed by April 1 for an October 1 start, so early engagement with HR about sponsorship intent is essential.
