Senior Program Manager – Data Engineering, Data Management & Governance
Location: Seattle, WA – Onsite preferred

Job Summary
Seeking an experienced Senior Program Manager to lead strategic, enterprise-level initiatives focused on Data Engineering, Data Management Platforms, Data Governance, and Data Transformation within the insurance domain.
The ideal candidate will have a strong background managing complex data programs in an Insurance/P&C Insurance environment, with proven experience delivering enterprise data platforms, data management capabilities, governance frameworks, and data engineering initiatives.
This role requires a senior leader who can work across business, data, engineering, architecture, governance, and technology teams to define strategy, manage execution, resolve dependencies, and ensure successful delivery of large-scale data transformation programs.
Key Responsibilities
- Lead end-to-end delivery of large, complex data engineering and data management programs across the organization.
- Manage programs involving the design, development, implementation, and enhancement of enterprise data platforms.
- Partner with Data Engineering, Data Architecture, Data Governance, Analytics, Business, and Technology teams to establish program strategy and execution plans.
- Drive implementation of Data Management and Data Governance frameworks across enterprise data assets.
- Establish and manage program roadmaps, milestones, dependencies, budgets, risks, issues, and resource plans.
- Coordinate multiple workstreams involving data ingestion, integration, transformation, data quality, metadata, master/reference data, and analytics platforms.
- Ensure data platforms and solutions align with enterprise architecture, security, regulatory, and governance requirements.
- Drive adoption of data governance policies, standards, processes, ownership models, and controls.
- Work closely with business stakeholders to define data requirements, priorities, success criteria, and measurable outcomes.
- Manage cross-functional teams and third-party vendors involved in data engineering and data platform initiatives.
- Identify and proactively manage cross-program dependencies, risks, and delivery challenges.
- Facilitate executive-level status reporting, steering committee meetings, program reviews, and decision-making.
- Establish KPIs and reporting mechanisms to track program health, delivery progress, quality, and business value.
- Drive change management and organizational adoption for new data platforms, governance processes, and operating models.
- Ensure program deliverables meet defined quality, compliance, security, and business requirements.
Required Qualifications
- 10+ years of experience in program/project management, with significant experience leading enterprise technology or data programs.
- Proven experience managing Data Engineering and Data Management programs.
- Strong experience building or implementing enterprise data platforms.
- Hands-on program leadership experience with Data Governance initiatives and frameworks.
- Insurance industry experience is highly preferred/required, particularly Property & Casualty (P&C) Insurance.
- Experience working with insurance data domains such as:
- Policy

- Customer
- Underwriting
- Risk
- Agent/Broker data
- Experience managing complex, cross-functional programs involving Data Engineering, Data Architecture, Data Governance, Analytics, and Business teams.
- Strong understanding of modern data platform concepts, including data integration, data pipelines, data quality, metadata, data lineage, and data governance.
- Experience managing multiple technical workstreams and geographically distributed teams.
- Strong executive communication, stakeholder management, and presentation skills.
- Demonstrated ability to manage competing priorities and drive programs to successful completion.
Preferred Qualifications
- Experience with modern cloud-based data platforms such as Azure, AWS, or GCP.
- Familiarity with technologies such as Databricks, Snowflake, Azure Data Factory, Spark, SQL, or similar data engineering platforms.
- Experience with enterprise data governance/catalog platforms such as Collibra, Alation, Microsoft Purview, or similar tools.
- Experience implementing Data Quality, Metadata Management, Data Lineage, Master Data Management (MDM), and Data Catalog capabilities.
- Experience with Agile/Scrum, SAFe, or hybrid delivery methodologies.
- Experience managing large-scale data modernization or transformation initiatives.
- PMP, PgMP, SAFe, or similar program/project management certification is a plus.
