JOB SUMMARY
The experienced Senior Construction Project Manager is a role that leads complex federal construction projects supporting U.S. government clients both CONUS & OCONUS. This role is responsible for managing the full project lifecycle—from pre-construction through close-out while ensuring strict compliance with federal regulations, contract requirements, and safety standards.
The ideal candidate brings deep experience working with agencies such as USACE, NAVFAC, GSA, or DoD, and thrives in a highly structured, compliance-driven environment.
JOB DUTIES AND RESPONSIBILITIES
- Lead planning, execution, and delivery of federal construction projects ($10M–$100M+)
- Project Leadership
- Manage multiple projects concurrently while ensuring schedule, budget, and quality targets are met
- Oversee all phases: pre-construction, procurement, construction, and closeout
- Government Contract Execution
- Ensure compliance and strong working knowledge of: FAR/DFAR, contract specifications, and federal requirements
- Manage submittals, RFIs, change orders, and contract modifications
- Support proposal efforts, including pricing, scheduling, and technical inputs
- Federal Contract Administration
- Construction scheduling and cost control
- Experience with USACE, NAVFAC, GSA, DoD and similar agencies
- Act as primary liaison with Contracting Officers (COs), CORs, and agency stakeholders
- Lead progress meetings, briefings, and performance reviews
- Maintain strong client relationships in a federal environment
- Cost, Schedule & Risk Management
- Develop and manage project schedules using Primavera P6 or MS Project
- Monitor budgets, forecasts, and cost controls
- Identify risks and implement mitigation strategies
- Subcontractor & Team Management
- Oversee subcontractor procurement and performance
- Ensure adherence to contract, safety, and security requirements
- Mentor and lead project teams, engineers, and field staff
- Compliance, Safety & Quality
- Enforce EM 385-1-1, OSHA standards, and federal safety regulations
- Ensure compliance with Davis-Bacon, Buy American Act, and other federal mandates
- Implement quality control processes (Three-Phase Control preferred)
- Willingness to travel to project sites

JOB KNOWLEDGE AND SKILLS
- Demonstrated success in business development.
- Excellent interpersonal, client-interfacing, written and verbal communication skills.
- Experience writing complicated, technical proposals.
- General understanding or background in the voice and data communications industry.
- Some travel is required for site visits, customer meetings, etc.
- Excellent computer skills including Microsoft Word, Excel, Project and Adobe Acrobat.
EDUCATION/CERTIFICATION/JOB EXPERIENCE REQUIRED
- Bachelor’s degree in construction management, Engineering, or related field
- 5+ years of construction project management experience
- 3+ years managing federal government construction projects
- U.S. Citizenship required
- Ability to pass background checks and obtain DoD security clearance
