Job Summary
The Senior Advisor Information Technology and Business Operations advise the organization on complex strategic initiatives impacting the enterprise business units. This position is responsible for advising the C-suite and business stakeholders on enterprise Information Technology (IT) strategy, organizational transformation, financial budgeting and savings, technology change, regulatory compliance, cross-business unit performance and process improvement.
The Senior Advisor is responsible for driving enterprise-wide operational improvement, organizational effectiveness, and cross-functional transformation initiatives across L.A. Care Health Plan. This position helps set the operational performance improvement methodology and operating standards (e.g., KPI/Metrics) for the IT and Business Operations.
This position will help establish the foundation for an IT and Business Operations performance improvement function within the Office of Chief Operating and Systems Integration Officer (COSIO).
The position collaborates on the improvement of communication between the department and key stakeholders to define opportunities, identify and prioritize programs and projects based on predefined criteria (e.g. return on investment, productivity, compliance).
Provides expert advice to various teams, including program and product development, marketing, and customer service, on various relevant topics.
Duties

Provides expert advice to various business units on relevant topics within the organizational standards, national and state-wide compliance. Lead in discovery of operational issues across enterprise, meet and confer with business unit leads to document current state, identify gaps and necessary fix, present remediation plan/options to leadership, document future state, lead implementation of identify fixes, and monitor future state once implemented. Contribute to the development of the IT and Business Operations foundations — including methodology design, tools standardization, and knowledge management.

Evaluates the effectiveness of program implementation and provides guidance and recommend process improvement. Meet with key business units/functional areas on remediation plans for their area and address questions with these key stakeholders to address new or ongoing issues.

Communicates strategic planning outcomes and the agreed upon priorities across the organization, to include ongoing progress of priorities. Directs the development of reports, data analysis, and provides presentation on status of areas of responsibilities on an as needed basis in support of department operations.

Responsible for communicating decisions, priorities and relevant project information to appropriate levels of staff regarding business unit requests and projects and initiatives. Define the problem-solving framework and analytical approach for IT and business performance improvement plans. Synthesize large volumes of quantitative and qualitative data into crisp, senior leader-ready executive communications — roadmaps, strategic plans, dashboard frameworks, and briefing documents.

Leads efforts to allow the company to mitigate risk such as regulatory or competitive risks through innovative business ideas and solutions. Proactively identify emerging organizational risks, or capability gaps and brief senior leadership with actionable recommendations before issues escalate.

Responsible for sharing solution roadmaps and enterprise level strategies to drive efficiencies across the organization and with customers. Collaborates with management to develop annual budgets for respective business areas.

Provides support in delivering programs that meet the compliance needs of the organization. Assist with the implementation of external IT and business benchmarking recommendations. Outcomes will include a portfolio of improvement opportunities by domain, optimized IT budgets, metrics, and fine-tuning of the organizational design.

Oversee implementation of strategic recommendations by working alongside operating units; track milestones, remove obstacles, and sustain executive accountability.

Lead, coach, and develop staff; define project roles, delegate appropriately, provide structured feedback, and serve as a model for organizational excellence. Participate in the team hiring process.

Required:

At least 7 years of progressive consulting or health plan strategy experience, a command of IT and managed care operations, and the executive presence to influence without authority across a matrixed enterprise.

At least 5 years of experience in managed care, government-sponsored health programs (Medi-Cal, Medicare Advantage, Covered California), or a large health plan.

Experience in owning and executing enterprise-scale, executive-sponsored engagements independently.

Experience developing and supporting presentations to leadership committees, Board of Directors or equivalent governance bodies.

Experience in strategic problem structuring and synthesis under ambiguity.

Experience in Enterprise change management and ability to influence without authority.
