Document your degree equivalency early
Australian three-year and many international civil engineering degrees need a credential evaluation before PERM filing. Get a NACES-member evaluation completed before you start applying so employers don't face delays at the I-140 stage.
Target public infrastructure contractors for PERM sponsorship
Federal and state infrastructure contractors working on DOT-funded projects often have established PERM pipelines and in-house immigration counsel. These employers sponsor green cards more routinely than smaller residential builders or private developers.
Search green card sponsoring employers on Migrate Mate
Use Migrate Mate to filter Civil Project Manager roles by employers with active green card filing history. This cuts the prospecting time significantly and surfaces firms already familiar with the PERM and I-140 process for engineering roles.
Verify prevailing wage before negotiating your offer
Your employer must pay at least the DOL prevailing wage for Civil Project Manager in your work location. Look up the current figure using the OFLC Wage Search before salary discussions so you can confirm any offer clears the PERM requirement.
Ask specifically about EB-2 versus EB-3 at offer stage
If your role requires only a bachelor's degree, many employers default to EB-3 filing. If you hold a master's degree or have ten years of progressive civil engineering experience, push for EB-2 classification, which can improve your priority date position.
Use your O*NET profile to strengthen specialty occupation evidence
The O*NET occupation profile for Civil Project Manager documents the typical degree requirements and technical duties USCIS reviewers reference during I-140 adjudication. Make sure your job description and offer letter align with those defined tasks and qualifications.
Green Card Civil Project Manager: Frequently Asked Questions
Does a Civil Project Manager role qualify for EB-2 or EB-3 sponsorship?
Most Civil Project Manager positions qualify for EB-3 as a skilled professional role requiring at least a bachelor's degree in civil engineering or construction management. EB-2 applies when the position genuinely requires an advanced degree or when you can demonstrate substantial specialized experience. Your employer's attorney determines the correct classification based on the actual job requirements, not just your credentials.
How does green card sponsorship differ from H-1B for Civil Project Manager roles?
Green card sponsorship via PERM and I-140 is permanent residency, not a temporary status. There's no annual lottery at the EB-3 level and no six-year cap on your authorization while your case is pending. H-1B visa requires annual renewal and lottery selection. PERM does take longer upfront, typically one to two years from labor certification to I-140 approval, but the outcome is lawful permanent residency rather than a renewable work visa.
What is the PERM process and what role do you play in it?
PERM is the DOL's labor certification process your employer must complete before filing your I-140 immigrant petition. Your employer advertises the position, documents that no qualified U.S. worker was available, and submits the ETA Form 9089 to DOL. Your role is to supply accurate employment history and education credentials. The process normally takes six to eighteen months depending on whether DOL selects the case for audit.
Which employers commonly sponsor Civil Project Manager green cards?
Use Migrate Mate to search for Civil Project Manager roles filtered by employers with verified green card sponsorship history. Infrastructure contractors managing federal highway, transit, and water projects, large engineering and construction firms, and some state transportation agencies have established PERM workflows. Smaller residential builders rarely sponsor because the upfront legal costs and labor certification requirements are harder to absorb.
Can you switch civil engineering jobs while your green card is pending?
Yes, under AC21 portability rules you can change employers after your I-140 has been approved and your I-485 adjustment of status application has been pending for at least 180 days, provided the new role is in the same or a similar occupational classification. Civil Project Manager positions at different firms or project types generally satisfy same-or-similar requirements, but confirm with your immigration attorney before accepting a new offer.
