Green Card Engineering Program Manager Jobs
Engineering Program Manager roles qualify for EB-2 and EB-3 green card sponsorship through the PERM labor certification process, which lets U.S. employers permanently sponsor advanced-degree professionals and skilled engineers. Employers file the I-140 immigrant petition after PERM approval, putting you on a path to lawful permanent residency rather than a renewable work visa.

Frame your credentials around PERM requirements
PERM ties your green card to the minimum requirements the employer lists for the role. Document your degree, PMP certification, and program management experience against those stated minimums before your employer files, so the labor certification reflects your actual qualifications.
Target employers with dedicated immigration programs
Engineering Program Manager roles at large aerospace, defense, semiconductor, and enterprise tech firms come with in-house immigration teams already familiar with PERM timelines. Prioritize organizations that have filed multiple EB-2 and EB-3 petitions to avoid educating a first-time sponsor mid-process.
Use Migrate Mate to filter green card sponsoring employers
Searching broadly misses companies actively filing PERM applications for program management roles. Migrate Mate lets you filter specifically for employers with employment-based green card sponsorship history, so you spend your time on companies already set up to sponsor your category.
Verify prevailing wage before accepting an offer
Your employer must pay at least the DOL prevailing wage for your geographic area and experience level or USCIS will deny the I-140. Run the OFLC Wage Search for the Engineering Program Manager SOC code in your target city before your offer letter is finalized.
Understand your priority date and country backlog early
EB-3 has no annual cap concerns for many countries, but nationals from India and China face multi-year backlogs even after I-140 approval. Check the monthly Visa Bulletin from the State Department to model your realistic wait before committing to a sponsoring employer.
Prepare for the supervised recruitment audit window
PERM requires your employer to run a good-faith recruitment campaign and document that no qualified U.S. workers applied. If DOL selects the application for audit, you'll need performance reviews, job descriptions, and correspondence ready. Start organizing those records the moment your employer agrees to sponsor.
Green Card Engineering Program Manager: Frequently Asked Questions
Does an Engineering Program Manager role qualify for EB-2 or EB-3 sponsorship?
Engineering Program Manager positions typically qualify for both categories. EB-2 applies when the employer requires a master's degree or equivalent, which is common for senior program managers overseeing complex technical portfolios. EB-3 covers roles where a bachelor's degree in engineering or a related field is the stated minimum. The classification depends on how your employer structures the PERM job requirements, not on your own credentials above that floor.
How is PERM green card sponsorship different from H-1B sponsorship for this role?
H-1B visa is a temporary work visa with a six-year base limit and annual lottery exposure. PERM-based green card sponsorship is permanent residence, with no lottery and no renewal cycle once you're approved. The tradeoff is timeline: PERM labor certification alone can take six to eighteen months, and I-140 adjudication adds more time on top. For program managers on H-1B, many employers file both concurrently to preserve your status while the green card processes.
How do I find employers actively sponsoring green cards for Engineering Program Managers?
Most job postings don't advertise PERM sponsorship explicitly, so searching by job title alone misses the picture. Migrate Mate filters roles specifically by employment-based green card sponsorship history, letting you target employers who have already gone through the PERM process for similar positions. That filtering saves months of outreach to companies that have no infrastructure or appetite for permanent sponsorship.
Can my employer start the PERM process before I have a permanent offer letter?
PERM requires a bona fide job offer for a permanent, full-time position, but it doesn't require that you be in the role yet. Employers often file while you're still on H-1B or OPT, using a future employment date. The job description filed with DOL must match the actual role you'll perform, so vague or inflated requirements can trigger an audit or denial later.
What happens to my green card petition if I change employers mid-process?
If your I-140 has been approved for more than 180 days, you can port the priority date and petition to a new employer in the same or similar occupational category under AC21 portability rules. Engineering Program Manager roles are broadly classified, so moving to a comparable program management position at a different company generally qualifies. If the I-140 hasn't been approved yet, the petition is tied to the original employer and you'd need to restart the PERM process with the new company.
