Program Manager Green Card Jobs
Program Manager roles qualify for EB-2 and EB-3 green card sponsorship when the position requires a bachelor's degree or higher in business, engineering, or a related field. Employers file a PERM labor certification with DOL before sponsoring you for permanent residency, making this a direct path to a U.S. green card.

Get Access To All JobsTips for Finding Green Card Sponsorship as a Program Manager
Align your credentials to EB-2 requirements
If you hold a master's degree in project management, business administration, or engineering, document it carefully. EB-2 sponsorship requires proving the role demands an advanced degree, which strengthens your PERM petition and your employer's case with DOL.
Target employers with active PERM filing history
Use the OFLC Wage Search to look up employers who have filed PERM applications for Program Manager roles. Consistent filing history signals that a company has an established sponsorship process and internal immigration counsel already in place.
Search green card sponsoring employers on Migrate Mate
Migrate Mate lets you filter Program Manager jobs by green card sponsorship status, so you spend time applying to employers already set up to file PERM, not cold-calling HR teams about a process they've never run.
Clarify sponsorship intent before accepting an offer
Ask hiring managers whether their standard offer letter includes an immigration sponsorship commitment. Program Manager roles often involve multi-year project cycles, so confirm the employer is prepared to carry your PERM filing through I-140 approval and adjustment of status.
Verify the prevailing wage tier for your specific role
PERM requires your offered salary to meet DOL prevailing wage levels. Program Manager titles vary widely across industries, and the wage level assigned by DOL affects how quickly your employer can proceed, so confirm the correct Standard Occupational Classification code before your offer is finalized.

Find Program Manager JobsProgram Manager Green Card Sponsorship: Frequently Asked Questions
Does a Program Manager role qualify for EB-2 or EB-3 green card sponsorship?
Program Manager positions typically qualify for EB-3 sponsorship when the role requires a bachelor's degree in a related field such as business, engineering, or information technology. If the position requires a master's degree or the equivalent, your employer can pursue EB-2 sponsorship instead. The employer's job description and DOL's evaluation during PERM labor certification determine which category applies.
How is green card sponsorship different from H-1B sponsorship for Program Managers?
Green card sponsorship through PERM leads to permanent residency, not a temporary status tied to a specific employer. There is no annual lottery for EB-3, unlike the H-1B cap. The tradeoff is timeline: PERM labor certification, I-140 approval, and adjustment of status typically take two to four years for most nationalities, compared to H-1B's faster processing but annual renewal requirements.
What does the PERM process look like for a Program Manager position?
Your employer first obtains a prevailing wage determination from DOL, then runs a recruitment campaign to demonstrate no qualified U.S. workers are available for the role. Once DOL certifies the PERM application, your employer files an I-140 immigrant petition with USCIS. After I-140 approval, you file for adjustment of status if a visa number is available for your country.
How do I find Program Manager jobs where the employer will sponsor a green card?
Many employers sponsor Program Managers for green cards but don't advertise it in job postings. Migrate Mate lets you search specifically for Program Manager roles at companies with documented green card sponsorship activity, saving you from applying to employers who only support H-1B or who have no immigration infrastructure at all.
Can I switch employers during the green card sponsorship process?
Once your I-140 petition has been approved for at least 180 days, the AC21 portability rule lets you change employers without losing your priority date, provided the new role is in the same or a similar occupational classification. For Program Manager roles, the new position generally needs to involve comparable management and oversight responsibilities to qualify under AC21.
