Document your strategic impact with metrics
PERM requires your employer to define the role's minimum requirements precisely. Gather quantifiable examples of cost savings, process improvements, or revenue outcomes you've driven so your credentials clearly meet the job description USCIS and DOL will scrutinize.
Target employers with PERM filing history
Not every company that hires Strategy Operations Managers has run a PERM campaign before. Search OFLC disclosure data to identify employers who have certified this specific role, cutting your odds of sponsoring an inexperienced employer through a first-time filing.
Search verified sponsoring employers on Migrate Mate
Filtering job postings by green card sponsorship history saves weeks of dead-end applications. Migrate Mate surfaces employers with confirmed EB-2 and EB-3 filing records for operations and strategy roles, so you can prioritize outreach before the formal interview stage.
Clarify EB-2 versus EB-3 eligibility early
Strategy Operations Manager roles often qualify under both EB-2 (if the position genuinely requires a master's degree or equivalent) and EB-3 (bachelor's plus experience). Ask the hiring team which category they intend to file under before accepting an offer, since it affects your priority date and wait time.
Confirm the prevailing wage tier with the OFLC Wage Search
DOL assigns a wage level from I to IV based on duties and supervisory scope. Verify your offered salary meets at least the Level II prevailing wage for your metro area before your employer files the LCA, since a wage deficiency can derail the entire PERM application.
Negotiate PERM filing timing into your offer letter
Employers are not required to begin PERM immediately after hiring. Push to have a target filing date written into your offer or onboarding agreement so the process doesn't stall after you start, which is common in companies without a dedicated immigration program.

Find Strategy Operations Manager JobsStrategy Operations Manager Green Card Sponsorship: Frequently Asked Questions
Does a Strategy Operations Manager role qualify for EB-2 or EB-3 sponsorship?
It can qualify under either category, depending on how the employer defines the role's minimum requirements. EB-2 applies when the position genuinely requires a master's degree or its equivalent. EB-3 covers roles requiring a bachelor's degree plus relevant experience. Employers must document whichever requirement they choose consistently throughout the PERM recruitment process, so the job description they post publicly must match what USCIS ultimately receives.
How does green card sponsorship differ from H-1B for this role?
H-1B is a temporary status tied to annual lottery selection, while PERM-based green card sponsorship leads to permanent residency with no annual cap at the EB-3 level for most countries. The tradeoff is timeline: PERM recruitment and DOL certification alone typically take six to twelve months before your employer files the I-140. For nationals of India and China, priority date backlogs add years, but for most other countries EB-3 green cards remain relatively current.
What does the PERM recruitment process look like for a Strategy Operations Manager position?
Your employer must conduct a good-faith recruitment campaign following DOL rules, including job postings, internal notices, and advertisements across specified channels. The goal is to demonstrate no qualified U.S. worker is available for the role. The job requirements posted during recruitment must match the PERM application exactly, which is why aligning on your specific duties and minimum qualifications before the process starts is critical.
How can I find employers actively sponsoring green cards for this role?
Migrate Mate lets you search for Strategy Operations Manager jobs filtered by employers with confirmed EB-2 and EB-3 PERM filing history. This removes the guesswork of cold-applying to companies that have never run a green card sponsorship before, and helps you focus outreach on hiring managers already familiar with the PERM process and its costs.
Can I switch employers after my I-140 is approved but before I have a green card?
Yes, under AC21 portability rules you can change employers if your I-485 has been pending for at least 180 days and the new role is in the same or similar occupational classification. For Strategy Operations Manager roles, moving to a comparable operations or planning position at a new company generally qualifies, but you should document the similarity carefully and notify USCIS of the change.
