Strategy Business Operations Green Card Jobs
Strategy Business Operations roles at U.S. companies routinely qualify for EB-2 and EB-3 green card sponsorship through the PERM labor certification process, which permanently ties your residency to a qualifying employer. Finding an employer willing to sponsor is the first real hurdle, and knowing which firms have PERM filing history cuts that search significantly.

About the Global Fashion Team:
The Global Fashion team is one of eBay's most vital verticals, generating approximately $10 billion in Gross Merchandise Volume (GMV). Our focus spans key categories such as apparel, sneakers, watches, handbags, and jewelry. We drive initiatives like eBay’s Authenticity Guarantee, Connected Products, and Certilogo, all aimed at building the future of circular fashion. Our mission is to make sustainable commerce easier and more rewarding for brands, sellers, and customers alike.
Role Overview: Strategy & Business Operations Lead, Fashion
As the Strategy & BizOps Lead for Fashion, you will play a pivotal role advancing the success of eBay’s Global Fashion programs. This is a high-leverage role for someone who can turn ambiguity into a crisp strategy, align senior stakeholders, and drive execution across Category, Product, Marketing, Analytics, and Engineering.
Using AI-enabled capabilities, you will lead work end-to-end—executive narratives and materials, strategic deep dives, and operational cadence—to translate priorities into measurable outcomes. You will report to the Director of Luxury.
What you’ll do
- Set the growth agenda: Translate leadership priorities into a focused roadmap across jewelry, handbags, watches, sneakers, apparel, and accessories—defining what to win, where to invest, and how success is measured.
- Run the business: Build and operate the operating rhythm (OKRs, weekly/monthly business reviews, initiative governance, decision logs) that drives clarity, accountability, and speed.
- Lead strategic projects: Identify the biggest growth constraints (selection, price/value, conversion, seller activation, trust signals), quantify the opportunity, and drive cross-functional plans with clear owners and milestones.
- Drive AI-enabled transformation: Identify where AI can unlock step-change outcomes (e.g., listing quality/attribute extraction, pricing guidance, personalized merchandising, counterfeit/risk detection, seller support automation), then partner with Product/Data/Eng to pilot, measure, and scale.
- Create executive narratives: Produce tight, compelling materials for senior leaders—problem statements, options, tradeoffs, recommendations, and clear asks.
- Unblock execution: Influence across teams, resolve tradeoffs, and ensure follow-through—especially when priorities compete.
What you bring
- Management consulting background: Proven structured problem solving and executive-ready communication; experience leading complex, cross-functional workstreams from strategy to execution.
- AI experience: Led or partnered on GenAI/ML initiatives with measurable impact (e.g., automation, model-driven workflows, analytics/decisioning, experimentation, or product features).
- Strong operator and program leader: Builds operating systems, drives momentum, manages multiple priorities, and closes loops with rigor.
- Analytical horsepower: Comfortable with messy data; able to synthesize quickly into actionable insights and clear recommendations.
- Executive storytelling: Able to distill complexity into crisp narratives, decision points, and compelling materials for senior leadership.
- Ecommerce fluency: Strong understanding of ecommerce/marketplace dynamics; Fashion and/or re-commerce experience is highly desirable.
- Influence without authority: Navigates complex stakeholder environments and drives alignment across Category, Product, Marketing, Analytics, and Engineering.
- Travel: Willingness to travel up to 30% of the time.

Get Access To All JobsTips for Finding Green Card Sponsorship in Strategy Business Operations
Document your degree field precisely
PERM requires your degree to match the minimum requirements listed in the job description. If your business or management degree is from outside the U.S., get a credential evaluation that maps it to a specific U.S. equivalent before applying.
Target firms with active PERM filing history
Strategy and business operations roles appear in DOL PERM disclosure data. Filter by job title and employer to identify companies that have sponsored similar positions before, rather than pitching sponsorship cold to firms with no green card track record.
Clarify EB-2 versus EB-3 eligibility early
EB-2 requires a position demanding an advanced degree or equivalent, while EB-3 covers roles requiring at least a bachelor's degree. Business operations roles sometimes qualify under either category depending on how the employer structures the job duties and minimum requirements in the PERM application.
Search green card sponsorship roles on Migrate Mate
Use Migrate Mate to filter Strategy Business Operations roles by employers with green card sponsorship history. This cuts out job listings where sponsorship is unclear and lets you apply directly to positions where the PERM pathway is already established.
Ask about PERM timing before accepting an offer
PERM labor certification processing through DOL can run six months or longer, and that clock starts only after your employer files. Confirm the employer has internal HR or legal counsel experienced in PERM filings before signing, so the process starts without avoidable delays.
Verify your role qualifies as a specialty occupation
Review the O*NET occupation profile for Strategy and Business Operations Managers to confirm the position is classified in a job zone that supports specialty occupation arguments. This matters most if your employer also needs to justify EB-2 classification to USCIS during I-140 adjudication.

Find Strategy Business Operations JobsStrategy Business Operations Green Card Sponsorship: Frequently Asked Questions
What makes a Strategy Business Operations role qualify for EB-2 or EB-3 green card sponsorship?
EB-2 applies when the role requires an advanced degree or your credentials meet the equivalent standard, which many senior strategy and operations positions do. EB-3 covers roles requiring at least a bachelor's degree in a relevant field. The employer must demonstrate through PERM that no equally qualified U.S. worker was available at the time of filing, regardless of which preference category applies.
How does EB-3 green card sponsorship differ from H-1B for these roles?
H-1B is a temporary status with a hard annual cap and lottery, while EB-3 green card sponsorship is permanent and has no lottery. The tradeoff is timeline: PERM labor certification, I-140 petition, and adjustment of status together typically take one to three years before your priority date becomes current, depending on your country of birth. For many countries outside India and China, the wait is manageable.
How do I find employers in strategy and operations that have sponsored green cards before?
DOL PERM disclosure files are the most direct source. Migrate Mate aggregates this data so you can search Strategy Business Operations roles filtered by employers with documented green card sponsorship history, which removes the guesswork of approaching companies that have never run a PERM case.
Can my employer file for PERM while I'm working on an H-1B or another nonimmigrant status?
Yes. PERM is an employer-driven process through DOL and runs independently of your current nonimmigrant status. Your employer can begin the PERM labor certification process at any point during your employment. Once the I-140 is approved, you can file to adjust status in the U.S. or pursue an immigrant visa through consular processing abroad.
What should I ask a potential employer about their green card sponsorship process for this role?
Ask whether they have in-house immigration counsel or an outside firm managing PERM filings, and whether they have completed PERM cases for similar strategy or operations titles before. Also confirm they understand that PERM requires a minimum salary meeting DOL prevailing wage standards, which you can cross-check using the OFLC Wage Search for your specific job title and work location before the conversation.
