Position Overview
We are seeking a Senior Technical Program Manager – Programs & Portfolio (PMO) to lead the planning, governance, and execution of a portfolio of complex, large-scale technology programs. This role will be responsible for driving strategic alignment across multiple cross-functional initiatives, establishing program management rigor, and ensuring predictable, high-quality delivery across a globally distributed engineering organization.
The ideal candidate will operate at a portfolio level—overseeing multiple interdependent programs, defining governance frameworks, and enabling teams to execute efficiently across complex technical domains. This position plays a key role in scaling program management practices, improving delivery outcomes, and ensuring alignment between executive priorities and engineering execution.
Key Responsibilities:
- Lead planning, governance, and execution of a portfolio of cross-functional technical programs
- Establish portfolio-level visibility into program health, risks, dependencies, and milestones
- Define and implement PMO frameworks, methodologies, and operating standards
- Drive prioritization, sequencing, and trade-off decisions across multiple programs
- Translate strategic business objectives into structured program plans with defined outcomes and success metrics
- Manage cross-program dependencies and coordinate resolution of risks across teams and stakeholders
- Develop and maintain executive-level reporting, dashboards, and program narratives
- Lead portfolio planning cycles, aligning resource capacity with program demand
- Partner with engineering, product, and business leaders to ensure delivery alignment
- Drive continuous improvement of program management processes, tools, and reporting practices
- Mentor and develop program and project managers, establishing best practices across the PMO
- Ensure consistent execution practices across multiple teams, vendors, and environments
QUALIFICATIONS
Education:
- Bachelor's degree in Engineering, Computer Science, Business, or a related field
- Master's degree (MS, MBA, or equivalent) preferred
- Relevant certifications (e.g., PMP, PgMP, SAFe) are a plus
Experience:
- A minimum of 12+ years of experience in technical project, program, or portfolio management
- At least 5+ years operating at a program or portfolio leadership level
- Proven experience managing complex, multi-year initiatives across cross-functional teams
- Experience building or leading a PMO or similar governance function
- Demonstrated success managing large-scale, multi-stakeholder programs in dynamic environments
PREFERRED QUALIFICATIONS
- Experience managing programs in telecommunications, networking, or large-scale infrastructure environments
- Familiarity with multi-vendor, multi-region delivery models
- Experience with system integration, deployment, and cross-domain coordination
- Experience working with executive stakeholders on strategic planning and decision-making
- Exposure to scaling program management practices across growing organizations
- Experience implementing program management tools at scale
