Responsibilities
The procurement team undertake logistics-related service and physical procurement as well as service provider management work in line with the development of logistics business. Be responsible for the price competitiveness of procurement services while meeting business requirements, and maintain relationships with service providers to ensure long-term and stable cooperation.
As a Procurement Manager for Fulfilled by TikTok (FBT) in the US, you will be a key player in building the physical backbone of our e-commerce logistics network. You will be responsible for the strategic sourcing and procurement of critical infrastructure, including warehouse facilities, construction and engineering services, and operational labor.
Your work will directly impact our ability to scale, control costs, and deliver a world-class experience for our merchants and customers. This is a unique opportunity to shape the procurement strategy for a rapidly growing, high-visibility business unit from the ground up.
Strategic Sourcing & Category Management:
- Develop and execute comprehensive sourcing strategies for key categories, including multi-year warehouse leases, general contractors for facility build-outs, MHE (Material Handling Equipment), and contingent warehouse labor.
- Conduct in-depth market analysis to identify, pre-qualify, and develop a robust portfolio of suppliers and partners across the US.
- Lead the end-to-end RFI/RFP/RFQ process, from drafting requirements and evaluation criteria to managing supplier communications and scoring responses.
- Perform detailed Total Cost analysis to support data-driven supplier selection and negotiation.
Contract Negotiation & Management:
- Lead commercial and contractual negotiations for high-value, multi-year agreements, ensuring favorable terms related to pricing, service levels, flexibility (e.g., termination/expansion clauses), and risk mitigation.
- Partner closely with Legal to draft, review, and finalize complex contracts, including commercial real estate leases, construction and staffing vendors.
- Establish and manage a robust contract lifecycle management (CLM) process, including performance tracking (KPIs/SLAs), change orders, and renewals.
Supplier Relationship & Performance Management:
- Serve as the primary procurement point of contact for strategic suppliers, building strong, collaborative relationships.
- Implement a supplier governance framework, conducting regular business reviews to monitor performance, address issues, and identify opportunities for continuous improvement.
- Proactively manage supplier risks, ensuring compliance with all contractual obligations, insurance requirements, and safety standards.
Cross-Functional Collaboration:
- Work hand-in-hand with key internal stakeholders, including Real Estate, Operations, Engineering, Finance, Legal, and EHS (Environment, Health, and Safety).
- Act as a trusted business partner, providing procurement expertise and market intelligence to guide strategic decisions related to network expansion and operational design.
- Drive alignment on project timelines, budgets, and technical specifications to ensure seamless execution of sourcing projects.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Supply Chain Management, Business, Engineering, or a related field.
- 5+ years of strategic sourcing or procurement experience, with a significant focus on indirect procurement categories such as warehousing, logistics, industrial real estate, or construction.
- Proven track record of leading complex negotiations and managing multi-million dollar contracts from inception to completion.
- Experience with the full strategic sourcing lifecycle, including category strategy development, market analysis, RFx execution, and supplier performance management.
- Willingness to travel to project sites as needed (up to 25%).
PREFERRED QUALIFICATIONS
- Direct experience in sourcing and negotiating commercial leases for industrial/warehouse properties and managing relationships with landlords.
- Deep expertise in procuring general construction, MHE (racking, conveyors, automation), and related engineering services for warehouse fit-outs and build-outs.
- Experience sourcing and managing large-scale contingent/temporary labor contracts with staffing agencies for fulfillment or manufacturing operations.
- Strong understanding of relevant compliance areas, including OSHA safety standards, local building codes, lien waivers, and certificates of insurance.
- Excellent analytical and financial acumen, with the ability to build sophisticated cost analysis models and savings trackers.
- A self-starter with the ability to navigate ambiguity, manage multiple projects simultaneously, and thrive in a dynamic, entrepreneurial setting.
COMPENSATION
- The base salary range for this position in the selected city is $115520 - $209380 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
