The position is in the Veterans Benefits Administration's (VBA) Insurance Service. The responsibilities include, but are not limited to:

• Administering VA's seven in-house Life Insurance programs and overseeing the Servicemembers' Group Life Insurance (SGLI) portfolio of four Life Insurance programs
• Overseeing claims processing and payments of Government life insurance awards to beneficiaries; processing beneficiary designations, and adjudicating requests for insurance disability benefits
• Providing recommendations for the reinvestment of trust funds to meet expected future liabilities
• Formulating and implementing procedures, plans, proposed legislation, and regulations pertaining to VA life insurance programs
• Meeting with Congressional members and testifying at Congressional hearings as needed to address issues concerning VA life insurance
• Conducting regular visioning and strategic planning concentrating on new products, services, technology, etc. with industry partners where ideas are exchanged, and initiatives are developed

Conditions of employment

• VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $151,661 to $220,200. Exceptions to the cap of the range may be considered in certain circumstances.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

1. Demonstrated experience in successfully leading and managing a program that administers life insurance or a national benefits program, ensuring individuals and their families receive comprehensive financial protection and long-term security. Experience should reflect the ability to oversee end-to-end benefit delivery, promote awareness and understanding of life insurance and/or a national benefits program, and support the financial well-being and stability of customers or beneficiaries through effective program operations and stakeholder engagement.

2. Experience in providing operational oversight of the development and implementation of policies, procedures, and initiatives for a specialized program within a large department or organization.


EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
