Get Access To All JobsTips for Finding J-1 Visa Sponsorship in People Business Partner
Frame your training plan around HR competencies
Designated sponsors require a detailed training plan before issuing your DS-2019. Map your People Business Partner objectives to specific competencies like workforce planning, employee relations, and HRBP advisory skills to satisfy the Trainee or Specialist category requirements.
Verify your host employer's willingness early
Your hiring employer is the host, not the visa sponsor. Confirm before accepting an offer that the company will coordinate with a designated sponsor organization, complete required host employer agreements, and support the DS-2019 application timeline on your behalf.
Search Migrate Mate for J-1-aligned People roles
Use Migrate Mate to find U.S. employers actively hosting international professionals in HR and people operations. Filtering by role type helps you identify organizations already familiar with J-1 host employer obligations for business-facing HR positions.
Check whether your role triggers the two-year rule
The two-year home residency requirement applies to J-1 participants funded by their home government or in fields on the Exchange Visitor Skills List. Confirm your country and funding source with your designated sponsor before signing any offer, as this affects future H-1B or green card pathways.
Align your experience level with the right J-1 category
The Trainee category fits HR professionals with less than one year of post-degree experience or currently enrolled graduate students. The Specialist category suits those with substantial field expertise. Submitting under the wrong category is grounds for DS-2019 denial, so confirm fit with your sponsor before applying.
Negotiate program duration before the offer is finalized
Trainee programs run up to 18 months and Specialist programs up to 12 months. If your host employer wants a longer engagement, that requires a separate visa category entirely. Establish the expected program length in writing during offer negotiation to avoid timeline conflicts after DS-2019 issuance.

Find People Business Partner JobsPeople Business Partner J-1 Visa: Frequently Asked Questions
Which J-1 program category fits a People Business Partner role?
Most People Business Partner placements fall under the Trainee or Specialist category. Trainee applies if you're a current graduate student in HR or business, or a recent graduate with under one year of professional experience. Specialist applies if you have substantial expertise in people operations, HR strategy, or organizational development and a defined, non-duplicative training objective.
Who actually sponsors the J-1 visa for a People Business Partner position?
The visa sponsor is a U.S. Department of State-designated organization, such as Cultural Vistas or AIPT, not the hiring employer. The hiring company is the host employer. The designated sponsor issues your DS-2019, approves your training plan, and monitors your program compliance. The host employer cannot issue a DS-2019 directly, even if they want to bring you on full-time.
How do I find U.S. employers willing to host a J-1 People Business Partner?
Migrate Mate lets you search for U.S. employers and roles that align with J-1 sponsorship in HR and people operations. Because not all companies have experience with J-1 host employer agreements, targeting organizations already familiar with the process significantly shortens the time between offer and DS-2019 issuance.
Can I transition from a J-1 to an H-1B after my People Business Partner program ends?
Yes, but only if you're not subject to the two-year home residency requirement. If you are, you must return home for two years or obtain a waiver before changing to H-1B or most immigrant visas. People Business Partner roles funded by home-country governments or listed on the Exchange Visitor Skills List are most likely to trigger this requirement, so confirm with your designated sponsor before your program begins.
What does the training plan need to cover for an HR or people operations J-1?
Your training plan must outline specific skills you'll develop that aren't duplicating work you've already done, with measurable objectives and a schedule. For a People Business Partner placement, this typically includes structured exposure to U.S. labor relations practices, performance management frameworks, and strategic workforce planning, matched to the competencies listed in your home country's HR background.
